Regional Grid Collapse and Extended Blackouts

A regional electrical grid failure disrupts municipal water pumping, cellular networks, fuel supply stations, food distribution, and medical equipment. Preparing for multi-day blackouts ensures health, safety, and community resilience when utility restoration takes days or weeks.

Immediate Steps When Power Fails

  1. Verify Outage Scope: Check neighboring buildings to confirm a widespread grid outage rather than a localized circuit breaker trip.
  2. Unplug Sensitive Electronics: Disconnect computers, televisions, microwave ovens, and HVAC units to protect them from high-voltage electrical surges when power returns.
  3. Keep Refrigerators and Freezers Closed:
  4. An unopened refrigerator preserves food safely for up to 4 hours.
  5. A full freezer maintains temperature for approximately 48 hours (24 hours if half full).
  6. Use non-perishable foods first before opening refrigerated supplies.

Thermal Preservation (Extreme Temperatures)

  • In Cold Weather:
  • Gather family members in a single interior room with few windows.
  • Layer clothing and use blankets, sleeping bags, and heavy rugs to insulate flooring.
  • Never use gas stoves, kerosene heaters, or charcoal grills indoors due to deadly carbon monoxide accumulation.
  • In Hot Weather:
  • Move to lower floor levels or basements where temperatures remain cooler.
  • Drink plenty of water to maintain hydration.
  • Open windows at night to create cross-ventilation when outdoor temperatures drop below indoor air temperatures.

Portable Generator Safety Rules

  • Operate Generators Outdoors Only: Place portable generators outside, positioned at least 6 m (20 ft) away from windows, doors, and building vents.
  • Never Connect Directly to House Outlets: Connecting a generator into a wall outlet (backfeeding) energizes power lines outside, creating a lethal hazard for utility repair workers. Use heavy-duty outdoor extension cords rated for appliance wattage.
  • Install Carbon Monoxide Alarms: Ensure battery-powered carbon monoxide detectors are operating on every level of your home.

Water and Sanitation Management

  • Store at least 3.8 L (1 gal) of drinking water per person per day for a minimum of 7 days.
  • If municipal water pressure fails, fill bathtubs and clean sinks with water for flushing toilets and sanitation.
