Emergency Housing and Crisis Support for Unhoused Veterans¶
Emergency numbers differ by country. This page uses 911, the number for the United States and Canada. Many other countries use 112, 999, or another number. Find the number for your country.
If you have served in the armed forces and are currently sleeping in a vehicle, staying on the street, facing an eviction lockout within the next 14 days, or fleeing an unsafe living situation, you do not have to rely on the general municipal shelter system alone. In the United States, Canada, the United Kingdom, and Australia, dedicated national veteran emergency systems operate alongside civilian agencies with independent funding streams, rapid motel voucher authority, transitional clinical beds, and permanent housing vouchers reserved exclusively for former service members and their families.
Many veterans avoid calling the Department of Veterans Affairs (VA) during a housing crisis because they are not enrolled in VA health care, lost their DD-214 military discharge papers, served only a brief period, or received an Other Than Honorable (OTH) or General discharge. Under federal statutory reforms (including the COMPACT Act of 2020 and expanded SSVF and Grant and Per Diem rules), many emergency veteran crisis and housing programs are open to veterans regardless of VA health care enrollment or service-connected disability rating. This guide provides the exact 24-hour phone numbers, intake scripts, and step-by-step pathways to secure a same-day safe bed, stop an imminent eviction, obtain a HUD-VASH apartment voucher, and replace lost military records.
Do this now¶
- Reach immediate suicide or acute medical crisis intervention at zero cost. If you are in acute emotional distress or thinking about self-harm, dial
988and Press1(or text838255) in the United States, call1-800-268-7708in Canada, call0800 138 1619(Combat Stress) in the United Kingdom, or call1800 011 046(Open Arms) in Australia. For a physical medical emergency, call your local emergency number (911,112, or999) via our emergency numbers directory. Under the federal VA COMPACT Act (38 U.S.C. § 1720J), any eligible veteran in an acute suicidal crisis can walk into any VA or private civilian hospital emergency room and receive free emergency stabilization and up to 30 days of inpatient care (and 90 days of outpatient care), even if never enrolled in the VA. - Call the 24/7 National Call Center for Homeless Veterans at
1-877-424-3838(1-877-4AID-VET). This toll-free hotline is staffed 24 hours a day, 7 days a week by trained VA responders who connect unhoused or at-risk veterans directly with the Homeless Coordinator at the nearest VA Medical Center (VAMC) or Community Resource and Referral Center (CRRC). Even if you have no phone minutes, any VA clinic, Vet Center, or public library will connect you for free. - Request an immediate SSVF (Supportive Services for Veteran Families) Emergency Housing / Motel Placement. When speaking with the VA Homeless Coordinator or local veteran non-profit grantee, ask specifically for SSVF Rapid Re-Housing or Shallow Subsidy / Emergency Housing Assistance (EHA). Under federal regulation 38 CFR § 62.34(f), SSVF providers can place an unsheltered veteran (and their spouse, children, or household members) into an emergency hotel or motel room immediately while permanent housing is arranged.
- Never assume you are disqualified because you lost your DD-214 or have a non-honorable discharge. Tell the intake worker your full name, date of birth, Social Security number, and branch/dates of service. VA homeless outreach specialists can verify your military service electronically in minutes using the VA/DoD Identity Repository (VADIR) without a paper DD-214, and programs like SSVF, HCHV contract shelters, and state veteran aid cover many veterans with General or Other Than Honorable discharges.
- Walk into the nearest VA Medical Center (VAMC) or Community Resource and Referral Center (CRRC) during weekday morning hours. Every VA Medical Center has a designated Homeless Patient Aligned Care Team (H-PACT) or walk-in Homeless Outreach Clinic. Walking in before 10:00 AM gives the social worker the full business day to verify your service in VADIR, authorize an HCHV (Health Care for Homeless Veterans) contract bed or Grant and Per Diem (GPD) transitional room, and issue clean clothing and hygiene kits.
- If you have an eviction notice or late rent notice, apply for SSVF Temporary Financial Assistance (TFA) before moving out. It is faster and easier for an SSVF grantee to pay your landlord $1,500 to $3,000 in back rent and late fees to keep you in your current apartment than to re-house you after a sheriff's lockout. Do not self-evict or hand back your keys before speaking with an SSVF caseworker.

Understanding the 4 core VA emergency housing programs (and which one to ask for)¶
When you contact the VA or a local veteran service organization during a housing crisis, knowing the exact names and rules of the four primary federal programs ensures you get routed to the fastest resource for your situation.
Comparison of federal veteran housing and crisis programs (United States)¶
| Program Name & Statutory Authority | Who It Serves Best | What It Provides Immediately | Discharge Status & Eligibility Requirements |
|---|---|---|---|
| SSVF (Supportive Services for Veteran Families) (38 U.S.C. § 2044 / 38 CFR Part 62) | Veterans (single or with families) who are literally homeless (Rapid Re-Housing) OR imminently losing housing within 14 to 30 days (Homeless Prevention). | Emergency motel stays (up to 72 hours or up to 45 to 60 days under EHA rules); direct payment of back rent, utility arrears, security deposits, moving trucks, emergency storage fees, and 2-year Shallow Subsidies (paying 50% of rent). | Requires at least 1 day of active federal military service (or eligible Reserve/Guard calamity/active call-up) and any discharge OTHER than Dishonorable (Honorable, General, OTH, and certain uncharacterized discharges often qualify). Household income must be under 50% to 80% Area Median Income (AMI). |
| HCHV (Health Care for Homeless Veterans) Contract Residential Services (38 U.S.C. § 2031) | Unsheltered veterans sleeping on the street, in cars, or in unsafe places who need an immediate emergency bed tonight while awaiting longer-term placement. | Immediate short-term placement (typically 30 to 90 days) in a community contract shelter, safe haven, or residential facility with meals, showers, case management, and H-PACT medical care. | Generally requires VA health care eligibility (or tentative eligibility pending character-of-discharge review), though HCHV Low-Demand Safe Havens prioritize chronically unhoused veterans straight off the street. |
| GPD (Grant and Per Diem Transitional Housing) (38 U.S.C. §§ 2011 to 2013) | Single veterans who need structured transitional housing for up to 24 months (including Bridge Housing, Clinical Treatment, Service-Intensive, or Hospital-to-Housing beds). | A private or semi-private room, three daily meals, clothing, transportation, mental health/substance recovery support, and employment assistance for up to 6 to 24 months while saving for an apartment. | Requires veteran status eligible for VA health care (Honorable, General, or OTH cleared via VA Character of Discharge determination). Bridge Housing GPD beds require zero sobriety waiting period (Housing First model). |
| HUD-VASH (HUD-VA Supportive Housing) (42 U.S.C. § 1437f(o)(19)) | Veterans experiencing homelessness (especially long-term, disabled, or medically vulnerable veterans) who need a permanent lifetime apartment subsidy. | A permanent Section 8 Housing Choice Voucher issued by the local Public Housing Authority (PHA) where you pay only 30% of your adjusted monthly income toward rent (if your income is $0, your rent contribution can be $0 to $50), paired with a dedicated VA caseworker. | Must be eligible for VA health care (note: under recent HUD-VASH expansions, many veterans with Other Than Honorable (OTH) discharges who are eligible for VA mental health/tentative care can now access HUD-VASH or local PHA set-aside vouchers). Only 1 lifetime criminal exclusion: lifetime registered sex offenders under federal public housing law. |
Step-by-step guide to getting off the street today¶
If you are unhoused tonight, follow this exact sequence to get inside safely and start your permanent housing file:
Step 1: Make the 24/7 trigger call to 1-877-424-3838¶
When you call the National Call Center for Homeless Veterans (1-877-424-3838), a trained VA responder takes your name, current location (even if it is a highway rest stop, parking lot, or city park), callback number (or email if your phone has Wi-Fi only; see our guide on keeping phone service and Lifeline connectivity while unhoused), and immediate safety needs:
- The call center transmits an electronic urgent consult directly to the Homeless Coordinator at the VA Medical Center covering your zip code.
- By VA directive, the local VA Homeless Team must attempt to contact you within one business day (and immediately refers after-hours street emergencies to local 24-hour contract shelters or crisis lines).
- What to say on the call: > "My name is [Full Name], my date of birth is [DOB], and I served in the [Branch] from [Year] to [Year]. I am currently unsheltered and sleeping [in my vehicle / outside / in an emergency shelter] in [City, State]. I need an immediate referral to the local VA Homeless Coordinator and the local SSVF provider for emergency motel placement and HCHV/GPD intake today."
Step 2: How to get an immediate motel room through SSVF (Emergency Housing Assistance)¶
Many unhoused veterans do not realize that SSVF (Supportive Services for Veteran Families) is operated by local non-profit organizations (such as Volunteers of America, U.S.VETS, Catholic Charities, Swords to Plowshares, or Goodwill Veterans Services) using hundreds of millions of dollars in direct VA grants. Because SSVF is run by non-profits rather than federal bureaucracy, SSVF caseworkers carry corporate credit cards and hotel vendor accounts that allow them to book a commercial motel room the same day:
- 72-Hour Rapid Resolution / Emergency Motel Stays: If you are literally homeless and have no safe place to sleep tonight, an SSVF agency can place you in a motel immediately while conducting intake.
- Extended Emergency Housing Assistance (EHA) up to 45 to 60+ days: If you are enrolled in SSVF Rapid Re-Housing or waiting for a HUD-VASH apartment inspection to clear, and there are no safe congregate shelter beds available (especially if you have a spouse, minor children, a service/companion animal, or medical vulnerability), SSVF can fund extended hotel/motel stays so your family never has to sleep in a car or congregate shelter.
- How to find your county's direct SSVF provider today: Either ask the operator at
1-877-424-3838for the direct phone number of the SSVF Grantee in your county, dial211and ask for "the SSVF Veteran Rapid Re-Housing intake line," or walk into the nearest Community Resource and Referral Center (CRRC).
Step 3: Utilizing VA Community Resource and Referral Centers (CRRCs) and H-PACT clinics¶
In major metropolitan areas across the United States, the VA operates standalone downtown hubs called Community Resource and Referral Centers (CRRCs). Even if you are in a smaller town with only a VA Medical Center (VAMC) or Community-Based Outpatient Clinic (CBOC), these centers provide one-stop survival services under one roof:
- Free hot showers, laundry machines, and clean clothing: Most CRRCs and VAMC homeless hubs have private shower rooms, washers and dryers with free detergent, and a clothing closet stocked with boots, socks, winter coats, and interview attire.
- H-PACT (Homeless Patient Aligned Care Team) walk-in medical and dental care: You do not need an appointment laid out weeks in advance. H-PACT doctors and nurses treat trench foot, infected wounds, diabetes, hypertension, and dental pain on a walk-in basis, and can immediately replace lost eyeglasses, hearing aids, inhalers, and prescription medications at the VA pharmacy window.
- On-site Coordinated Entry and Housing Navigators: Social workers at the CRRC complete your housing assessment on the spot, match you to an open GPD Bridge Housing bed or HCHV bed that afternoon, and assign a Housing Navigator to help you find a landlord who accepts SSVF or HUD-VASH vouchers.
Stopping an eviction before lockout: SSVF Temporary Financial Assistance (TFA)¶
If you still have a roof over your head right now, whether a rented apartment, a mobile home lot, or a monthly room, and you have received a Pay or Quit Notice, a Notice to Vacate, or a Court Eviction Summons, do not pack up and leave.
Under 38 CFR § 62.34, SSVF's Homeless Prevention track provides direct cash grants paid straight to your landlord, utility company, or moving company, called Temporary Financial Assistance (TFA), to keep you housed:
What SSVF Temporary Financial Assistance (TFA) can pay for¶
- Rental arrears (back rent) and future rent: SSVF can pay multiple months of past-due rent (and court/late fees if required by state law to dismiss an eviction) plus ongoing rental subsidies to stabilize your lease.
- SSVF "Shallow Subsidy" (2-Year 50% Rent Support): Even after your immediate back rent is caught up, if your fixed income (such as Social Security, VA disability, or a modest wage) leaves you rent-burdened, SSVF's Shallow Subsidy program can pay 35 to 50 percent of your monthly rent directly to your landlord every month for up to 2 full years, without requiring your income to remain below the initial intake cap if you get a raise at work.
- Utility arrears and utility deposits: Direct payments to electric, gas, heating oil, and water utilities to stop a shutoff notice or restore disconnected service.
- Security deposits, application fees, and utility hookup fees: If your current landlord refuses to renew your lease, SSVF pays the landlord application fees, broker fees, full security deposit, and first/last month's rent on a brand-new apartment.
- Emergency moving costs and self-storage lien fees: Payment for a licensed moving company, truck rental, and emergency self-storage fees so you do not lose your furniture and work tools at a storage auction (see our guide on stopping a self-storage unit lien auction).
- General Housing Stability Assistance (Up to $1,500+ for employment and vehicle needs): SSVF can pay for work boots, union dues, professional licensing fees, birth certificate/ID replacement fees, basic mattresses and bedding, child care, and emergency automobile repairs (such as fixing brakes, tires, or an alternator on the car you need to get to work or medical appointments).
Overcoming the 3 biggest barriers: Lost DD-214, "Bad Paper" (OTH) discharges, and criminal records¶
Thousands of veterans sleep in cars or under bridges because someone once told them they could not get VA help due to a lost DD-214, an Other Than Honorable discharge, or an old felony conviction. Here is how to overcome all three barriers immediately:
1. How to prove veteran status in 15 minutes without a paper DD-214¶
You never need to wait 6 weeks for the National Personnel Records Center (NPRC) in St. Louis to mail a paper copy of your DD Form 214 (Certificate of Release or Discharge from Active Duty) before entering a VA shelter or SSVF program:
- Electronic VADIR / DPRIS lookup: Every VA Medical Center Homeless Coordinator, VA Regional Office (VBA), and County Veteran Service Officer (CVSO) has live access to the VA/DoD Identity Repository (VADIR) and the Defense Personnel Records Information Retrieval System (DPRIS). For almost any veteran who separated after the late 1970s (and many earlier records), the social worker can type in your Social Security Number and pull up your verified service dates and character of discharge on their computer screen in under 15 minutes.
- Instant online download via
milConnectorVA.gov: If you have a smartphone, you can log intomilconnect.dmdc.osd.mil(using a freeLogin.govorID.meaccount) and download a PDF of your official OMPF / DD-214 file onto your phone. - Emergency expedited NPRC request for homeless veterans: If you served prior to the digital era and your record must be pulled from paper archives in St. Louis, the National Archives (NPRC) has a dedicated Homeless Veteran Priority Fax Line (
314-801-0764). Your VA social worker or shelter caseworker faxes Standard Form 180 (SF-180) marked"HOMELESS VETERAN: EXPEDITED PRIORITY"at the top, and NPRC pulls the record within 24 to 48 business hours.
2. Accessing housing and medical care with an "Other Than Honorable" (OTH), Bad Conduct, or Uncharacterized discharge¶
If you received an Other Than Honorable (OTH) administrative discharge, a General (Under Honorable Conditions) discharge, or an Uncharacterized entry-level separation, often caused by undiagnosed PTSD, Traumatic Brain Injury (TBI), Military Sexual Trauma (MST), or self-medication during service, you are NOT barred from all veteran help:
- General (Under Honorable Conditions) Discharges: A General discharge is 100 percent eligible for VA health care, SSVF, GPD transitional housing, HCHV shelters, and HUD-VASH permanent housing vouchers. (The only major benefit a General discharge affects is the Post-9/11 GI Bill educational benefit).
- Other Than Honorable (OTH) Discharges:
- SSVF (Motel Vouchers, Rapid Re-Housing, and Eviction Prevention): Under 38 U.S.C. § 2044, the statutory definition of "veteran" for SSVF requires only a discharge "under conditions other than dishonorable", and by long-standing VA interpretation and program policy, veterans with an Other Than Honorable (OTH) administrative discharge are eligible for SSVF housing assistance in most grantees' jurisdictions unless barred by a specific statutory exclusion (such as a Dishonorable discharge from a General Court-Martial).
- Free Emergency Suicide Care (COMPACT Act) & MST Counseling: Any former service member with an OTH discharge (who served more than 100 days and deployed or experienced crisis) qualifies for free emergency suicide stabilization under the COMPACT Act, and any veteran regardless of discharge status or length of service qualifies for free Military Sexual Trauma (MST) counseling and treatment at any VA facility or Vet Center (
1-877-927-8387). - Request a "Tentative Eligibility / Character of Discharge (COD) Determination" at the VAMC: Under 38 CFR § 3.12 (updated by the VA in June 2024 to expand access by removing the old broad "willful and persistent misconduct" bar and creating a "Compelling Circumstances" exception considering PTSD, TBI, MST, age, and hardship), you can walk into any VA Medical Center enrollment desk, ask for a Character of Discharge (COD) review, and receive Tentative Mental Health and Homeless Care while the review is processed.
3. Overcoming criminal records or old eviction judgments with HUD-VASH¶
In the civilian Section 8 housing market, local Public Housing Authorities (PHAs) often impose strict multi-year bans for old drug convictions, criminal misdemeanors/felonies, or money owed to a former landlord. HUD-VASH operates under special federal waivers (HUD Notice PIH 2021-07 / 2024 updates):
- Only ONE mandatory federal criminal exclusion applies to HUD-VASH: When a local Public Housing Authority screens a veteran referred by the VA for a HUD-VASH voucher, federal law prohibits the PHA from denying the veteran for past criminal history, poor credit, or prior evictions, with one single exception: the PHA must deny admission only if the veteran (or a household member) is subject to a lifetime registration requirement under a state sex offender registration program.
- Even if a private landlord rejects your initial apartment application because of an old eviction or felony, your VA HUD-VASH Housing Navigator and SSVF Landlord Liaison have access to Landlord Risk Mitigation Funds (which guarantee the landlord up to $2,000 to $5,000 against any future lease damage) and increased security deposit funds to persuade private landlords to sign your lease.
Veteran Stand Downs: One-stop courts, dental care, IDs, and gear¶
Several times a year in almost every major city and county across the United States, the VA, the Department of Labor (HVRP: Homeless Veterans' Reintegration Program), state veteran agencies, and community groups host 1- to 3-day events called Veteran Stand Downs (named after the wartime military practice of pulling exhausted combat units back to a secure base camp for hot food, clean uniforms, medical care, and rest).
Why attending a local Stand Down can solve 6 months of bureaucracy in 4 hours¶
- Homeless Veteran Court / Traffic & Misdemeanor Warrant Resolution: Most large Stand Downs bring a municipal or county judge, a public defender, and a prosecutor directly inside the tent or gymnasium. If you have old bench warrants for unpaid traffic tickets, driving on a suspended license, sleeping in public, or minor non-violent infractions that are blocking your driver's license renewal or housing background check, the judge at the Stand Down Court can quash the bench warrants, convert fines to time served or community service, and reinstate your driver's license on the spot.
- Same-Day State Photo ID, Birth Certificate, and VA Veteran Health ID Card (VHIC): Mobile DMV vans and county vital records clerks attend Stand Downs to print official state ID cards and driver's licenses on-site with all fees waived.
- Military Surplus Cold-Weather Gear, Boots, and Rucksacks: Stand Downs distribute new military-grade cold-weather sleeping bags, Gore-Tex bivy covers, waterproof combat/work boots, wool socks, thermal underwear, backpacks, and hygiene kits.
- To find the next Stand Down near you: Call
1-877-424-3838or visitva.gov/homeless/events.aspfor the official national 12-month calendar of upcoming Stand Down events by state.

Applying for Emergency VA Service-Connected Disability or Non-Service-Connected Pension while unhoused
If you are unhoused and have a pending VA disability compensation claim or Veterans Pension claim, or need to file one for the first time, make sure your VA social worker or Veteran Service Officer (VSO from the DAV, VFW, or American Legion) submits VA Form 20-10207 (Application for Priority Processing) checking the box for "Experiencing Homelessness or at Imminent Risk of Homelessness." When a claim is flagged with a Homeless Flash in the Veterans Benefits Administration (VBA) system, your claim is pulled out of the standard national queue and routed to a specialized priority rating team, cutting decision times dramatically and delivering retroactive tax-free monthly disability or pension direct deposits (which can be loaded onto a Direct Express debit card if you have no bank account).
Frequently asked questions¶
Will the VA take away my children or report my family to Child Protective Services (CPS) if I ask for help because we are sleeping in our car?¶
No. Poverty and housing loss alone are not child abuse, and the VA's **SSVF (Supportive Services for Veteran Families)** program was created by Congress specifically to keep veteran families together during a housing crisis. When a veteran parent with minor children contacts SSVF (`1-877-424-3838`), families with children are placed at the absolute top priority tier for **same-day Emergency Housing Assistance (motel vouchers)** and Rapid Re-Housing rent subsidies so your children have a private, warm room with a bed and bathroom immediately.
What if I have a dog or companion animal and refuse to go into a shelter that bans pets?¶
Never stay out in freezing weather or extreme heat because you are afraid of losing your dog or cat. First, if you are placed in an **SSVF Emergency Motel room**, SSVF caseworkers routinely book pet-friendly motel chains (such as Motel 6, Red Roof Inn, or La Quinta) and can cover pet fees. Second, once you receive a **HUD-VASH voucher** or **SSVF Rapid Re-Housing** subsidy, if a clinician writes an **Emotional Support Animal (ESA)** or service animal verification letter under the federal **Fair Housing Act (42 U.S.C. § 3604)**, landlords are legally required to waive "No Pets" rules and pet deposits. Finally, organizations like **Pets of the Homeless (`775-841-7463`)** and **Dogs on Deployment** provide free veterinary care, pet food, and temporary boarding for veterans during brief hospital or residential treatment stays.
Does receiving VA disability compensation or GI Bill housing allowance count as income that will disqualify me from a shelter or SNAP food stamps?¶
While VA disability compensation is counted toward the generous 50% to 80% Area Median Income (AMI) cap for SSVF and HUD-VASH (and is used to calculate your 30% rent share once you move into a permanent HUD-VASH apartment), having a service-connected disability rating actually **increases your priority** for HUD-VASH placement. If you are an unhoused veteran, read our guide on [getting expedited food stamps (SNAP) and Medicaid while unhoused](public-benefits-snap-ebt-medicaid-and-general-assistance-without-address.md) to claim your Homeless Shelter Deduction and expedited 7-day EBT card.
What if I only served in the National Guard or Reserves and never deployed overseas on active federal orders?¶
Even if you served exclusively in the National Guard or Reserves without 24 months of active federal Title 10 deployment, you may still qualify for key programs. First, if you were injured or developed a condition (including MST) during **Active Duty for Training (ADT)** or **Inactive Duty Training (IDT / weekend drill)** and qualify for service-connected disability, you gain full VA eligibility. Second, under statutory expansions, Reserve and National Guard members who were activated under certain federal or disaster orders, or who access **SSVF** in jurisdictions with state or local flexible companion funds, **Department of Labor HVRP** job and housing grants, or **County Veteran Service Commission** relief funds (such as in Ohio, Washington, Illinois, and New York), can receive direct rent, motel, and emergency financial aid.
