Krađa identiteta djeteta i zamrzavanje sintetičkog kreditnog fajla¶
Zbog broja socijalnog osiguranja maloljetnog djeteta (SSN in the United States), Social Insurance Number (SIN u Kanadi), ili nacionalni broj osiguranja (NIN u Ujedinjenom Kraljevstvu) ima nultu postojeću kreditnu historiju priloženu, kriminalni sindikati nagrađuju ukradene dječje brojeve iz zdravstvene zaštite, školskog okruga (PowerSchool), and government data breaches above all others. Criminals combine a child's real 9-digit SSN with a fabricated adult name and fake 1985 birth year to create a Synthetic Identity ("Frankenstein Identity"). Because automated bank credit-application servers historically checked only whether the 9-digit SSN was valid and didn't check the Social Security Administration's birth-date database before generating a new credit header, a synthetic fraudster can quietly build a 750 credit score on your toddler's SSN over five years and then "bust out" by maxing out ten credit cards and an auto loan without you ever receiving an alert.
If the identity theft involves an active home break-in, physical kidnapping threat, or extortion against your family, call your local emergency number (911 u Sjedinjenim Državama i Kanadi, 112 širom Evropske unije, 999 u Ujedinjenom Kraljevstvu) ili konsultujte naš imenik međunarodnih brojevi za hitne slučajeve odmah. Za sve slučajeve manje krađe dječijeg identiteta, izloženosti kršenju školskih podataka ili proaktivne zaštite dječjih kredita, slijedite zakonski tok rada u 6 koraka za čišćenje i zamrzavanje u nastavku.
Uradi ovo sada¶
- Do NOT use the normal adult online "Check Your Credit Report" forms (
AnnualCreditReport.com) for a minor child under 18: Typing a minor child's SSN and name into an automated adult credit-check website or credit-monitoring app can inadvertently create a brand-new active credit file for a child who didn't have one, or fail with an identity verification error. Instead, use each bureau's dedicated Minor Child Manual Inquiry / Child Identity Theft Portal (Equifax,Experian, iTransUnion). - ** understand the Golden Rule of Minor Credit Files: A child under 16 should have NO credit report at all**: Unless you intentionally added your teenager as an Authorized User on your own credit card, if Equifax, Experian, or TransUnion locates any credit file tied to your child's Social Security Number, even if the name and birth date on that file belong to an unfamiliar adult stranger, your child's SSN is being used for Synthetic Identity Theft or Employment / Credit Fraud.
- File an official Federal Trade Commission Identity Theft Report at
IdentityTheft.gov(or national equivalent) on your child's behalf AND obtain a local Police Report: Enter your child's information as the victim onIdentityTheft.gov(United States) to generate a formal FTC Identity Theft Affidavit, and take that affidavit to your local police department to obtain a Police Incident Report Number. Under the Fair Credit Reporting Act (FCRA § 605B,15 U.S.C. § 1681c-2), credit bureaus are legally required to block and purge all fraudulent accounts within 4 business days of receiving a valid Identity Theft Report. - Mail the mandatory "Minor Child Protected Consumer Security Freeze" packet to all three credit bureaus (
Equifax,Experian, iTransUnion): Under federal law (Economic Growth, Regulatory Relief, and Consumer Protection Act of 2018,FCRA § 605A(j),15 U.S.C. § 1681c-1(j)), parents and legal guardians in every US state have the absolute right to place a 100% Free "Protected Consumer Security Freeze" on any child under age 16. Even if your child currently has zero credit file, the bureaus are required by federal law to create a dormant, locked placeholder file and freeze it immediately so no criminal can ever open a synthetic profile with that SSN until your child turns 16 or 18 and unfreezes it with their PIN. - Demand a complete purge of the fraudulent credit file (not just an adult dispute) if your child is a minor: Because a minor child lacks the legal capacity to enter into a binding credit contract in the first place, you do not need to haggle with individual debt collectors over individual charges. Send a certified mail notice to the Fraud Departments of Equifax, Experian, TransUnion, and every listed lender stating: "The holder of Social Security Number [XXX-XX-XXXX] is a minor child born on [Date] (Birth Certificate attached) who lacked legal capacity to contract. Demand is made under FCRA § 605B for immediate suppression of the entire fraudulent file and all tradelines."
- Check your child's IRS Tax Transcript (
Form 4506-T) and Social Security Earnings Record (ssa.gov) for Employment Fraud: Half of all child SSN theft is not for credit cards, it is for Adult Employment / Wage Fraud (an unauthorized adult uses your child's clean SSN on anI-9/W-4form to work a job, piling up unpaid IRS income taxes and falseW-2records under your child's SSN) or Tax Refund Fraud (someone claims your child as a dependent before you file your taxes).
Danger
In up to 30 to 50 percent of non-synthetic child identity theft cases, the person who opened the Comcast/Xfinity internet bill, electric utility account, apartment lease, or credit card using the child's Social Security Number is a family member, estranged parent, relative, foster caregiver, or family friend who had access to the child's birth certificate, tax return, or Social Security card at home. You do not have to name a suspect to obtain an FTC Identity Theft Report or exercise your child's right to purge fraudulent accounts under FCRA § 605B, but you must physically lock the child's physical Social Security card and birth certificate inside a safe and freeze their credit file with a secret PIN that relatives cannot guess.

Understanding "Synthetic Identity Theft" vs. Traditional Child Identity Theft¶
Why doesn't standard adult credit monitoring catch child identity theft? Understanding the two distinct ways criminals exploit a child's Social Security Number explains why manual parent intervention is mandatory:
| Fraud Type | How the Criminal Operates | Why Banks & Bureaus Fail to Block It Automatically | Warning Signs You Will Notice |
|---|---|---|---|
| 1. Synthetic Identity Theft (~85% of Stranger Child SSN Fraud) | Criminal takes a real child's 9-digit SSN from a dark-web breach, pairs it with a fake adult name ("Marcus Vance"), a fake adult birth year (1984), and a commercial drop address. The first time they apply for a card, the credit bureau rejects the application, but automatically generates a brand-new blank credit file under that SSN and fake adult name. Over 12 to 36 months, the criminal adds authorized-user tradelines, gets real cards, builds a $50,000+ credit limit, and vanishes ("Bust-Out"). | Because credit bureaus index files by a combination of Name + Address + SSN ("fuzzy matching"), a child's SSN can become attached to a Fragmented / Sub-File under the fake adult's name without ever showing your child's real name. | Often zero warning signs at your house (since the synthetic criminal uses their own mailing address.) until your child turns 18 and is denied a student loan or apartment because their SSN is flagged as belonging to a 42-year-old bankrupt individual. |
| 2. Traditional / Familiar Child Identity Theft (Utility, Auto, & Credit Fraud) | A relative, estranged parent, roommate, or local scammer uses the child's real SSN (either with the child's real name and a faked birth year, or the relative's name) to turn on electric, gas, water, or cable internet utilities (after the adult's own utility account was shut off for non-payment), or to apply for subprime auto loans and store cards. | Utility companies and subprime lenders often run soft or automated credit checks (via NCTUE or Equifax) that approve a "clean/no-hit" SSN with minimal age verification. | Collection letters, hospital bills, pre-approved credit card envelopes, jury duty summonses, or utility bills arriving at your home addressed to your 6-year-old child's name. |
3. Employment / IRS W-2 & Dependent Tax Fraud |
An adult who cannot legally work under their own SSN gives your child's SSN and name (or a fake name) to an employer on Form I-9 / Form W-4. Every paycheck they earn reports wages to the IRS and Social Security Administration under your child's SSN. | Unless the employer uses federal E-Verify (which checks whether the SSN belongs to a minor or matches the name/photo), standard payroll software simply transmits the 9-digit SSN on the W-2 to the IRS. |
1. Your electronic tax return (Form 1040) is rejected by the IRS because someone already claimed your child's SSN.2. Your child receives an IRS CP2000 / Notice of Unreported Income demanding back taxes on $45,000 of restaurant or construction wages your 9-year-old never earned. |
Why Hasn't the Social Security Administration's eCBSV Stopped Synthetic Identity Theft completely?¶
In 2018, the US Congress passed Section 215 of the Economic Growth, Regulatory Relief, and Consumer Protection Act, ordering the Social Security Administration (SSA) to build the Electronic Consent-Based Social Security Number Verification (eCBSV) system so banks could check in real time whether a 9-digit SSN actually matches the applicant's exact Name and Date of Birth in the SSA's master Numident database.
While eCBSV is live, two massive loopholes remain today:
1. Using eCBSV is optional for lenders and carries per-query fees; thousands of smaller lenders, buy-now-pay-later (BNPL) apps, telecom carriers, and utility providers still do not run an eCBSV check against the SSA database before issuing credit.
2. Any synthetic identity file that was already created inside Equifax, Experian, or TransUnion before a bank adopted eCBSV sits grandfathered inside the credit bureaus' databases until you, the parent, force a Protected Consumer Security Freeze under FCRA § 605A(j).
Phase 1: How to assemble your "Parent Proof Packet" and freeze your child's credit at all 3 bureaus¶
Because children under 16 do not have driver's licenses or existing credit histories to pass an online multiple-choice identity quiz, federal law (15 U.S.C. § 1681c-1(j)) requires parents or legal guardians to submit a Protected Consumer Security Freeze Request by mail (though Equifax, Experian, and TransUnion also provide specific minor inquiry forms to print and enclose).
Step 1: Make 3 Photocopy Sets of Your "Parent & Child Proof Packet"¶
Never mail your original physical Birth Certificate or original Social Security card. Make three clear paper photocopy sets (one for Equifax, one for Experian, one for TransUnion) containing these exact 4 categories of documents:
- Proof of Parent/Guardian Identity (Provide 1 to 2 copies):
- Clear photocopy of your (the parent's) valid State Driver's License, State ID Card, or Passport.
- Clear photocopy of your own Social Security Card (recommended by Experian and Equifax to speed up parent matching).
- Proof of Parent's Current Residential Mailing Address (if different from Driver's License, or as second proof):
- Copy of a recent Utility Bill (electric, gas, water), Bank Statement, or Homeowners/Renters Insurance Policy showing your full name and current street address.
- Proof of the Minor Child's Identity (Provide BOTH):
- Clear photocopy of the Child's Official Birth Certificate.
- Clear photocopy of the Child's Social Security Card.
- Proof of Your Legal Authority to Act for the Child:
- If you are the biological or adoptive parent named on the child's Birth Certificate: The copy of the Child's Birth Certificate (showing your full legal name in the Mother/Father/Parent box) automatically satisfies this requirement. (If your last name changed due to marriage or divorce since the birth certificate was issued, enclose a copy of your Marriage Certificate or Divorce/Name-Change Decree bridging the name).
- If you are a Legal Guardian, Foster Parent, or Conservator: Enclose a copy of the Court Order of Guardianship, Foster Care Placement Documentation, or durable Power of Attorney.
Step 2: Mail the Freeze & File-Check Packet to All 3 Nationwide Credit Bureaus¶
Include a brief, signed cover letter (or each bureau's printed Minor Freeze Request Form) clearly stating:
"Pursuant to the Fair Credit Reporting Act, 15 U.S.C. § 1681c-1(j), I am the parent and legal representative of the minor child named below (under age 16). Please search your database for any existing credit file or fragmented synthetic sub-file associated with my child's Name OR my child's Social Security Number (
XXX-XX-XXXX). If any fraudulent file or tradeline exists, send me a full copy of the file immediately so we can purge it under FCRA § 605B. If no file exists, please create a Protected Consumer record and place an immediate, free Protected Consumer Security Freeze on my child's Social Security Number (XXX-XX-XXXX)."
Send one packet to each of the three bureaus below (using USPS Certified Mail so you have tracking proof of delivery):
| Credit Bureau | Official Minor Child Security Freeze Mailing Address | Official Form & Special Instructions |
|---|---|---|
| 1. Equifax | Equifax Information Services LLC P.O. Box 105788 Atlanta, GA 30348 |
Download and include the Equifax Minor Freeze Request Form (assets.equifax.com/assets/personal/Minor_Freeze_Request_Form.pdf) along with your 4 proof copies. |
| 2. Experian | Experian Security Freeze P.O. Box 9554 Allen, TX 75013 |
Download the Experian Minor Security Freeze Form (experian.com/blogs/ask-experian/requesting-a-security-freeze-for-a-minor-childs-credit-report/). You can also check whether a minor's file exists via Experian's online Child Credit Scan form (experian.com/help/minor-request.html), though the permanent freeze requires mailing/uploading the birth certificate packet. |
| 3. TransUnion | TransUnion P.O. Box 380 Woodlyn, PA 19094 |
Include your signed cover letter (or TransUnion Protected Consumer Freeze instructions at transunion.com/credit-freeze/place-credit-freeze3 -> Protected Consumers) with the child's full name, SSN, date of birth, and your 4 proof documents. |
Tip
What if your teenager is 16 or 17 years old? Under federal law (15 U.S.C. § 1681c-1), the "Protected Consumer" category applies to children under age 16. Once a teen turns 16 or 17, federal law grants them the right to request a standard Security Freeze themselves (or with a parent's mailed verification packet) because many 16- and 17-year-olds hold part-time W-2 jobs or are Authorized Users on a parent's card. When mailing a freeze request for a 16- or 17-year-old, still send the exact same Parent & Child mail packet to the three addresses above, an online freeze attempt for a 16-year-old will almost always fail the automated quiz because the teen has no prior mortgage or auto loan to verify online.
Phase 2: What to do if the bureaus find fraudulent accounts or a Synthetic Identity on your child's SSN¶
If Equifax, Experian, or TransUnion replies that a credit file already exists under your child's SSN, whether under your child's name or under a complete stranger's adult name, do not panic and do not pay a single penny to any creditor. A minor child cannot legally owe money on a fraudulent credit contract. Execute this 4-step legal purge:
Step 1: Generate an Official FTC Identity Theft Report (IdentityTheft.gov) and Police Report¶
- Go to
IdentityTheft.gov(operated by the US Federal Trade Commission). - Click Get Started -> select I want to report identity theft for someone else (like a minor child).
- Enter every fraudulent account, unfamiliar adult name, false address, and collection agency listed on the bureau's response.
- Print and save the resulting FTC Identity Theft Report / Affidavit.
- Contact your local city or county police department (non-emergency desk) to file a Child Identity Theft / Synthetic Fraud Police Report. Bring your child's Birth Certificate, Social Security Card, the credit bureau letter, and the printed FTC Identity Theft Report. Ask the officer for the Police Report Number and a printed copy of the report.
Step 2: Send an FCRA § 605B Mandatory 4-Day Block & Purge Demand to the Credit Bureaus¶
Under Section 605B of the Fair Credit Reporting Act (15 U.S.C. § 1681c-2), once a credit bureau receives a valid Identity Theft Report, proof of identity, and identification of the fraudulent information, the bureau MUST block the reporting of that information within 4 business days and notify the furnishers (banks/collectors) that the accounts resulted from identity theft and may never be resold to another debt buyer.
Mail a second Certified Mail packet to the Fraud Dispute Department of each credit bureau that found a file: - Attach your FTC Identity Theft Report, Local Police Report, Child's Birth Certificate, and Child's Social Security Card. - State explicitly in bold at the top of your letter:
"NOTICE OF MINOR CHILD IDENTITY THEFT & SYNTHETIC FILE BLOCK DEMAND UNDER FCRA § 605B (15 U.S.C. § 1681c-2). The owner of Social Security Number
XXX-XX-XXXXis a minor child born on[MM/DD/YYYY](currently[X]years old). Under state and federal law, this minor child lacked the legal capacity to enter into any credit contract, utility service agreement, or loan. All tradelines, inquiries, false adult names, false dates of birth, and false addresses associated with SSNXXX-XX-XXXXare the result of criminal identity theft / synthetic identity fraud. Pursuant to 15 U.S.C. § 1681c-2, you must permanently block and purge all accounts and synthetic sub-files within 4 business days and lock the SSN under a Protected Consumer Security Freeze."
Step 3: Notify Every Fraudulent Bank, Utility, or Debt Collector Directly¶
Mail a copy of the FTC Identity Theft Report, Police Report, and Child's Birth Certificate (with the parent's driver's license redacted of sensitive numbers if desired, keeping the child's DOB visible) to the Fraud Investigation Department of every bank, auto lender, telecom company, or collection agency listed on the report.
- Under FCRA § 609(e) (15 U.S.C. § 1681g(e)), you also have the legal right to demand that the bank provide you with copies of the original fraudulent application, IP address, signature, and billing address used by the thief within 30 days at no charge.
- Once notified under FCRA § 615(f), the lender or debt collector is legally prohibited from selling, transferring, or placing the fraudulent child debt for collection ever again.
Phase 3: Checking for Employment (W-2), Tax Refund, and Utility (NCTUE) Fraud¶
Credit cards are only half of the risk. Even if you freeze Equifax, Experian, and TransUnion today, a thief can still use your child's un-frozen Social Security Number at three other places unless you check and lock them:
1. Check and Clean IRS Tax & Wage Records (IRS Form 14039 i Identity Protection PIN)¶
If an unauthorized adult uses your child's SSN to work a job, or if another taxpayer fraudulently claims your child's SSN as a dependent to steal the Child Tax Credit (CTC) or Earned Income Tax Credit (EITC):
- What to Do If Your E-Filed Tax Return Is Rejected Because Your Child's SSN Was Already Claimed:
- Your e-file will reject with IRS Reject Code
IND-517-01orSEIC-F1040-501-02("Dependent SSN has already been claimed on another return"). - Immediate Fix: Print your tax return on paper and mail it to the IRSalong with a completed IRS Form 14039 (
Identity Theft Affidavit) checked for your dependent child, plus copies of the child's Birth Certificate, Social Security Card, and school/medical records proving the child lived in your household for more than half the year.
- Your e-file will reject with IRS Reject Code
- What to Do If Your Child Receives an IRS Notice (
CP2000/CP501) for Unreported Wages (W-2Employment Fraud):- Never ignore an IRS notice addressed to a minor child. Call the IRS Identity Protection Specialized Unit at
1-800-908-4490immediately. - Submit IRS Form 14039 (
Identity Theft Affidavit) on behalf of your child, checking the box stating that someone used the child's SSN to earn wages, and attach the child's Birth Certificate proving they are a minor child who did not work at that employer. The IRS will place an Identity Theft indicator on the child's tax account and remove the fraudulentW-2wage assessment.
- Never ignore an IRS notice addressed to a minor child. Call the IRS Identity Protection Specialized Unit at
- Obtain an IRS
Identity Protection PIN (IP PIN)for Your Child:- Parents can now obtain a 6-digit IRS Identity Protection PIN (
IP PIN) for their minor dependents (irs.gov/identity-theft-fraud-scams/get-an-identity-protection-pin). Once a child has anIP PIN, no tax return on earth can claim that child's SSN as a dependent or file a 1040 under that child's SSN without entering the secret 6-digit PIN.
- Parents can now obtain a 6-digit IRS Identity Protection PIN (
2. Check the Social Security Administration (SSA) Earnings History¶
Because the IRS shares W-2 wage data with the Social Security Administration, employment fraud using a child's SSN corrupts your child's lifetime Social Security record.
- Visit your local Social Security Administration (SSA) Field Office in person (or call 1-800-772-1213) with your Driver's License, your child's Birth Certificate, and your child's Social Security Card, and ask for a Request for Social Security Earnings Information (Form SSA-7050) / Minor Earnings Audit.
- If any employer has reported wages under your child's SSN, ask the SSA representative to flag and Disclaim the fraudulent earnings (SSA Disclaimed Earnings Procedure) so your child's future disability/retirement record and student-aid (FAFSA) income calculations are not ruined.
3. Freeze NCTUE (Utility / Telecom / Cable Exchange) and ChexSystems (Checking Accounts)¶
Why do so many parents discover child identity theft via an $800 unpaid electric bill or AT&T/Verizon phone collection notice? Because utility companies, cell phone carriers, and pay-TV providers do not always pull Equifax or TransUnion, they pull the National Consumer Telecom & Utilities Exchange (NCTUE, nctue.com).
- Freeze NCTUE for Your Minor Child: Visit nctue.com/consumers (or call 1-866-349-5355) and mail a Minor Security Freeze request packet to NCTUE Security Freeze, P.O. Box 105561, Atlanta, GA 30348 (NCTUE is managed by Equifax data infrastructure and accepts the exact same 4-document Parent & Child Proof Packet).
- Freeze ChexSystems for Your Minor Child (Blocks Fake Checking / Neobank Accounts): Visit chexsystems.com/security-freeze/place-freeze -> select Security Freeze for a Minor (Under 18) and submit the minor freeze packet to block criminals from opening online checking accounts (Chime, SoFi, Varo, or brick-and-mortar bank accounts) using your child's SSN.
International child identity protection: Canada (SIN), United Kingdom (NIN), EU, and Australia¶
- Canada (Social Insurance Number:
SIN):- Contact Equifax Canada (
1-800-465-7166) and TransUnion Canada (1-800-663-9980/1-877-713-3393in Quebec) to inquire whether a credit file has been fraudulently created under your minor child'sSINand place a fraud alert / credit freeze (where supported by provincial law). - If a child's
SINis confirmed stolen or misused, report it to the Canadian Anti-Fraud Centre (CAFC), file a local police report, and take your child's Birth Certificate and police report to a Service Canada Centre (canada.ca/en/employment-social-development/services/sin/protection.html) to flag theSINregistry and check Canada Revenue Agency (CRA) tax filings.
- Contact Equifax Canada (
- United Kingdom (National Insurance Number:
NINiCIFAS):- In the UK, children are automatically issued their National Insurance Number (
NIN) shortly before their 16th birthday. Minors under 18 cannot legally hold standard credit agreements under the Consumer Credit Act 1974. - Check with Experian UK, Equifax UK, and TransUnion UK if a teenager's identity has been compromised, report to Action Fraud (
0300 123 2040), and register for CIFAS Protective Registration (cifas.org.uk/pr), which places a national anti-fraud warning across the UK's banking and lending database.
- In the UK, children are automatically issued their National Insurance Number (
- Australia:
- Contact the three Australian credit reporting bodies (Equifax Australia, Illion, and Experian Australia) to check for unauthorized files and place a Credit Ban, and contact IDCARE (
idcare.orgili1800 595 160), Australia and New Zealand's national identity and cyber support service.
- Contact the three Australian credit reporting bodies (Equifax Australia, Illion, and Experian Australia) to check for unauthorized files and place a Credit Ban, and contact IDCARE (
Često postavljana pitanja¶
At what age should I freeze my child's credit, and does freezing it hurt their future credit score when they turn 18?
You should freeze your child's credit **as soon as they receive their Social Security Card as a newborn infant** (or today, regardless of whether they are 6 months old or 15 years old). Placing a **Protected Consumer Security Freeze** under `FCRA § 605A(j)` has **zero negative effect** on your child's future credit score, college financial aid (`FAFSA`), employment, or passport applications. In fact, it guarantees that when your child turns 18, they start adult life with a 100 percent spotless record instead of spending two years fighting defaulted synthetic loans. Keep the three bureaus' freeze confirmation letters and PINs inside your fireproof safe along with their birth certificate so your child can easily unfreeze their files when they turn 16 to 18.
If I add my 14-year-old or 16-year-old child as an "Authorized User" on my credit card to help them build credit, should I still freeze their credit first?
**Yes, and freezing their credit does NOT stop your Authorized User tradeline from building their score.** When you add your teenager as an Authorized User on your healthy, long-standing credit card, your bank reports that positive monthly payment history to Equifax, Experian, and TransUnion even while your teenager's credit files are locked with a Security Freeze. In fact, **freezing a teenager's credit becomes 10x MORE important the moment you add them as an Authorized User**, because adding them as an Authorized User intentionally creates an active, visible credit file with a high credit score at all three bureaus, making them a prime target for identity thieves if that newly created file is left unfrozen.
Can I get the Social Security Administration (`SSA`) to issue my child a brand-new Social Security Number after a data breach?
Simply having your child's SSN exposed in a school, hospital, or corporate data breach **does NOT qualify** for a new Social Security Number from the Social Security Administration. The SSA is extremely strict about replacing SSNs because issuing a new number complicates medical, school, and tax records. However, the SSA **WILL issue a brand-new Social Security Number** to a minor child if you provide documented proof that **1.** The child's SSN is actively being misused by an unauthorized third party for ongoing fraud or employment (`W-2` wage fraud or repeated credit fraud), **AND 2.** You have done everything possible to fix the problems resulting from the misuse (filing police reports, FTC reports, and credit freezes), yet the child continues to be disadvantaged or endangered by the ongoing fraud (or in cases of severe domestic violence / life-threatening harassment).
Why did my child start getting "Pre-Approved Credit Card" or "Medicare / AARP" mail at age 7?
There are two distinct causes: **Cause 1 (Harmless Marketing List Glitch)**: Your child went to the dentist, opted into a pediatric hospital portal, opened a custodian savings account (`UGMA`/`UTMA`), or joined a frequent-flyer program, and a marketing data broker sold their name and mailing address without knowing their age, you can stop 95 percent of pre-screened credit mail for 5 years or permanently at **`OptOutPrescreen.com`** (the official consumer credit reporting industry opt-out portal). **Cause 2 (Active Synthetic or Familiar Credit Fraud)**: Someone used your child's SSN and name alongside a fake adult birth year (like `1961` or `1985`) on a real credit application, which caused the credit bureaus to list your 7-year-old child in their master marketing database as a 40-year-old or 65-year-old adult. Never throw away pre-approved credit mail addressed to a child without first mailing the 3-bureau Minor Credit Check & Freeze packet above.
What if I determine that my ex-spouse or a family member opened the credit card or utility bill in our child's name?
Familiar child identity theft (committed by a parent, step-parent, aunt/uncle, or grandparent) is heartbreakingly common and legally delicate. First, understand your child's federal rights: under the **Fair Credit Reporting Act (`FCRA § 605B`)**, to get the fraudulent accounts deleted from your child's credit report and stop collection calls, you **must** file an FTC Identity Theft Report (`IdentityTheft.gov`) and a police report. However, when filling out `IdentityTheft.gov`, **you are only required to report the fraudulent accounts and dates, you do not have to know or prove who committed the crime for the credit bureaus to block the debt within 4 business days.** If you are going through a custody or family court proceeding, consult your family law attorney immediately: proving that a co-parent misappropriated a minor child's SSN for financial gain is a major factor in family court custody and financial decision-making orders.
How does my child unfreeze their "Protected Consumer Security Freeze" when they turn 16 or 18 and want to apply for a college loan or credit card?
Under federal law (`15 U.S.C. § 1681c-1(j)(4)`), a **Protected Consumer Security Freeze** stays in place permanently until it is affirmatively removed by either: **1. The Parent / Legal Representative** (by mailing a request to lift the freeze along with the parent's proof of authority and the Freeze PIN), OR **2. The Child Themselves once they turn age 16 or older**. Once your child is at least 16 (or 18), the teen can write directly to Equifax, Experian, and TransUnion enclosing a copy of their Driver's License/Passport, Social Security Card, and Birth Certificate proving they have reached age 16+, and ask the bureaus to convert the Protected Consumer Freeze into a standard self-managed online account where your teen can temporarily thaw or lift the freeze in 60 seconds via the bureau's mobile app whenever they apply for a student loan, apartment, or first credit card.
