Beneath the concrete sidewalks and asphalt streets of major cities runs a densely packed labyrinth of high-voltage primary and secondary electrical feeders, mineral-oil-filled distribution transformers, pressurized natural gas mains, telecommunications conduits, and superheated district steam pipelines. When winter road-salt runoff or summer extreme-heat load causes underground electrical cable insulation to char and pyrolyze, or when sub-surface water strikes a high-pressure district steam main, the street surface can transform into a lethal blast zone in seconds. A smoking manhole or chattering utility grate can detonate with enough force to launch a 135-kilogram (300-pound) cast-iron manhole cover 15 to 45 meters (50 to 150 feet) into the air while shooting a blowtorch of carbon monoxide and burning gases down the block.

Similarly, a district steam main water-hammer rupture erupts as a towering, supersonic geyser of 175-to-200-degree-Celsius (350-to-400-degree-Fahrenheit) steam, boiling mud, and pulverized legacy asbestos pipe insulation. Knowing how to distinguish harmless winter condensation vapor from an imminent underground vault explosion or a high-velocity steam rupture, how to move across energized wet pavement without suffering fatal stray-voltage electrocution, and how to seal your apartment against subterranean carbon monoxide (CO) duct migration saves your life and your family's lives.

  1. Move at least 50 to 100 meters (165 to 330 feet) upwind and uphill from any smoking, sparking, or roaring manhole immediately. Never walk over, stand near, or stop to film a manhole cover or sidewalk vault grate that is venting dark smoke, yellowish-brown gas, sparks, or a roaring jet of steam. Solid 135-kilogram (300-pound) iron covers can detonate without warning, and asphalt over a steam washout can collapse into a boiling sinkhole beneath your feet.
  2. Never step on metal grates, manhole covers, utility boxes, aluminum streetlamp poles, or wet scaffolding. During underground cable faults andwinter road-salt meltdowns, melted secondary lines frequently energize cast-iron manhole lids, sidewalk vault grates, metal streetlamp bases, bus-stop shelters, and chain-link fences at 120 to 480 volts AC. Keep children and leashed dogs strictly on dry center concrete away from all street metal.
  3. Call your local emergency number from a safe distance right away. Dial 911 in the United States and Canada, 112 across the European Union, 999 in the United Kingdom, or check our acil numaralar directory. Report the exact street intersection, the color and behavior of the smoke or steam, and whether flames, popping sounds, or a trembling manhole cover are present.
  4. CO alarmınız çalarsa veya sokak rögar yangını sırasında duvarlardan keskin elektrik dumanı girerse bodrum veya zemin kattaki dairenizi derhal boşaltın. Yanan bir yer altı elektrik kasasından çıkan basınçlı gazlar, temel duvarlarından doğrudan bitişik bodrumlara giden telekom, su ve elektrik servis kanallarını takip ederek, bloktan 60 metreye (200 fit) kadar öldürücü, kokusuz karbon monoksit (CO) ile evleri doldurur.

- Hydrogen Gas (\(\text{H}_2\)), Methane (\(\text{CH}_4\)), Ethylene (\(\text{C}_2\text{H}_4\)), and Acetylene (\(\text{C}_2\text{H}_2\)): Produced by the thermal cracking of polyethylene, EPR rubber, and dielectric transformer mineral oil. Hydrogen and acetylene have an extremely wide flammability range and ignite from the smallest static spark.

2. The "Backdraft" Vault Detonation Mechanism

As pyrolysis gases fill the sealed underground manhole chamber (which typically holds 4 to 15 cubic meters / 150 to 500 cubic feet of volume), two things can happen: 1. The Smoldering Rich Phase: Initially, the manhole may push out lazy puffs of yellowish-gray, brown, or black acrid smoke that smells like burning Bakelite, burning tires, or hot tar. If the gas mixture inside the vault is temporarily too rich (not enough oxygen), it sits waiting like a primed bomb. 2. The Ignition Flashover: As heat causes gas to vent out the pick-holes of the manhole lid and fresh outside air sucks down an adjacent duct, the fuel-to-air ratio inside the vault crosses into the stoichiometric explosive range. The next electrical arc on the damaged cable ignites the gas pocket instantaneously. 3. Blast Overpressure: Pressure inside the concrete box spikes to several hundred kilopascals in milliseconds. A solid cast-iron manhole cover weighing 90 to 160 kilograms (200 to 350 pounds) is blown skyward like a mortar round, shattering windshields, crushing roofs, or killing pedestrians a block away, followed immediately by a roaring pillar of fire shooting 3 to 10 meters (10 to 33 feet) out of the open shaft.

3. The hidden killer inside adjacent buildings: Subterranean Carbon Monoxide (\(\text{CO}\)) migration

Even if a smoking manhole out in the street never explodes, it poses an immediate, silent threat of mass fatal poisoning to people sleeping or working inside buildings along the entire block.

  • Underground electrical ducts, telecom fiber conduits, and old gas/water pipe sleeves run directly from the street manhole box through the foundation wall into the basement utility rooms of houses, restaurants, and apartment buildings.
  • When a cable is smoldering inside a closed street manhole, the thermal expansion and gas pressure build-up inside the manhole forces high-concentration Carbon Monoxide (\(\text{CO}\)), often exceeding 2,000 to 10,000 parts per million (ppm), laterally through those underground cable conduits straight into neighboring basements.
  • Because the smoky tar particulates often filter out against the dirt and duct sealants along the way, odorless, colorless carbon monoxide gas can flood a basement and rise up stairwells and elevator shafts before residents smell any smoke at all.
  • Mandatory Indoor Action During a Street Manhole Fire: If there is a smoking or burning manhole anywhere on your block, immediately check your home Carbon Monoxide detector, evacuate basement and ground-floor levels, open upper-story windows on the side of the building facing away from the street smoke, and evacuate the building completely if you smell acrid electrical odor indoors or if anyone develops a headache, dizziness, or nausea. See our carbon monoxide and smoke inhalation first aid guide.

Part 2: District Steam Pipe Explosions and Asbestos Fallout

In major metropolitan areas (such as New York City, Paris, Berlin, Copenhagen, Boston, Philadelphia, Denver, Warsaw, Seoul, and Beijing), commercial towers, hospitals, and apartment complexes do not have their own basement boilers. Instead, they receive high-pressure superheated district steam pumped miles underground from central cogeneration plants through cast-iron or welded carbon-steel mains operating at 1,000 to 2,800 kilopascals (150 to 400 psi) and temperatures between 175 and 230 degrees Celsius (350 and 450 degrees Fahrenheit).

1. How a rainstorm triggers a supersonic "Condensation Water Hammer" explosion

How can a heavy rainstorm or a leaking water main on the outside of a thick steel steam pipe cause the pipe to explode like a bomb? The culprit is a thermodynamic phenomenon called Condensation-Induced Water Hammer (CIWH):

  1. Normally, high-pressure steam travels down the insulated underground steel main as a dry, superheated gas at speeds of 80 to 150 kilometers per hour (50 to 95 mph), while any small amount of condensed liquid water drains out through roadside mechanical steam traps.
  2. If a torrential rainstorm floods the underground manhole faster than sump pumps can clear it, or if an adjacent cold water main cracks and sprays cold water onto the exterior of the steam pipe, the steel pipe cools down rapidly and sub-cools the steam inside.
  3. Within minutes, hundreds of liters of steam inside the pipe condense back into liquid boiling water collecting in the bottom of the pipe while high-velocity steam continues racing over the top of the water wave.
  4. The rushing steam whips the liquid water inside the pipe into a solid, boiling water slug. Propelled by 1,400 kilopascals (200 psi) of steam pressure behind it, that multi-ton slug of boiling water accelerates down the pipe at over 100 kilometers per hour and slams into the next 90-degree cast-iron pipe elbow or valve like a solid steel battering ram.
  5. The pipe flange or cast-iron wall shatters instantaneously. Because the water inside the pipe is superheated well above 100 degrees Celsius (212 degrees Fahrenheit) under pressure, the instant the pipe splits open to atmospheric pressure, the superheated water flashes into steam, expanding 1,600 times in volume in a fraction of a second.
  6. This BLEVE (Boiling Liquid Expanding Vapor Explosion) blows a crater 6 to 15 meters (20 to 50 feet) wide right through the reinforced concrete street, hurling cars, asphalt boulders, and scalding mud stories into the air.

2. Surviving a high-pressure steam rupture on the street or in a vehicle

If an underground steam main ruptures near you:

  • Never breathe live steam directly (Preventing Thermal Airway Edema): Unlike dry hot air in a sauna, wet saturated steam holds 4,000 times more heat energy by volume and releases huge amounts of latent heat of condensation the instant it touches the moist mucous membranes of your throat and vocal cords. A single deep breath of superheated steam can scald the epiglottis and larynx, causing rapid swelling (laryngeal edema) that seals the windpipe shut within 15 to 30 minutes. Immediately hold your breath, press a folded shirt, jacket, or wet cloth tightly over your nose and mouth, stay low (steam rises rapidly), and move upwind and perpendicular to the plume.
  • Stay out of street gutters and avoid soft asphalt: A ruptured steam main dumps thousands of liters of 95-to-100-degree-Celsius (203-to-212-degree-Fahrenheit) boiling water into street gutters while eroding the dirt beneath surrounding sidewalks. Step up onto solid building stoops or high dry ground; never step into running street water near a steam break, and stay well back from the rim of the crater, which will continue caving in as underground soil washes away.
  • If trapped inside a car near a steam crater: Stay inside the vehicle with all windows rolled up and the HVAC system switched to OFF / Recirculate ONLY if the car is at a safe distance where the glass is not shattering from flying debris and the pavement under the tires is solid. If the car is directly inside the scalding steam plume where cabin glass is cracking or boiling water is pooling around the doors, check which side of the car is upwind of the geyser, wrap your head and hands in a jacket or car floor mat, and exit upwind away from the crater.

3. The Asbestos Mud Protocol (Decontaminating after a steam blast)

Many underground municipal steam mains installed prior to 1980 are wrapped in thick thermal insulation containing chrysotile or amosite asbestos (or mineral wool mixed with legacy asbestos cement). When a steam main explodes, that underground pipe insulation is blasted into millions of microscopic fibers mixed into the wet gray/brown mud and dust that rains down over surrounding blocks, cars, and pedestrians.

  • While the mud is wet, asbestos fibers are trapped in the liquid and are relatively low risk. The acute inhalation danger begins 30 to 60 minutes later when the gray mud dries into fine dust on your clothes, hair, shoes, and skin and becomes airborne.
  • Follow this 4-Step Asbestos Decontamination Protocol immediately after escaping the blast zone:
    1. Do NOT brush, shake, or vacuum dry gray dust off your clothes. Brushing dry mud creates a concentrated cloud of respirable asbestos fibers right in front of your face.
    2. Mist or wet your outer clothing before removing it: Before entering any clean home or vehicle, spray your dust-coated jacket, pants, and shoes lightly with water so dust cannot become airborne, then peel the clothing off inside-out (pulling shirts cautiously over the head while keeping eyes and mouth closed, or cutting them off with scissors).
    3. Double-bag contaminated clothing and shoes: Seal all mud-splattered clothes, backpacks, and shoes inside two heavy-duty plastic trash bags labeled clearly for hazardous-materials disposal by municipal environmental responders. Never put asbestos-contaminated clothing into a household washing machine or dryer, which permanently contaminates the appliance and your future laundry.
    4. Shower thoroughly with lukewarm water and mild soap: Wash your hair, face, and body under running water (rinsing from head to toe so dirty water does not run into your eyes). If you were inside a building near the blast, turn off all window air conditioners and central HVAC fans immediately and seal windows with tape so outdoor dust is not sucked into your ductwork.

Part 3: "Stray Voltage" (Contact Voltage) on Wet City Sidewalks

Even when no manhole is smoking or exploding, underground secondary cables frayed by winter salt or excavation frequently leak 60 to 480 volts of alternating current directly into the wet earth and cast-iron or aluminum street fixtures. Utilities call this Contact Voltage or Stray Voltage.

  4. Kişi (veya hayvan) tepki vermiyorsa ve nefes almıyorsa derhal CPR'ye başlayın: Göğüsten geçen düşük voltajlı alternatif akım (50/60 Hz) sıklıkla görünür bir cilt yanığı bırakmadan ventriküler fibrilasyonu (kardiyak arest) tetikler. Derhal yerel acil durum numaranızı arayın, göğüs kompresyonlarına başlayın (yetişkinler için 5 ila 6 santimetre / 2 ila 2,4 inç derinlikte dakikada 100 ila 120 kompresyon) ve mümkün olan en kısa sürede Otomatik Harici Defibrilatör (AED) uygulayın. Sık sorulan sorular

Why do utility fire crews sometimes let a burning manhole keep burning instead of spraying water down the hole right away?

When firefighters arrive at a smoking or flaming electrical manhole, **they almost never pour water directly onto an energized underground electrical vault fire** for two life-saving reasons. First, the underground cables inside the manhole carry thousands of amps at 120V to 34,500V with no local fuse: spraying a solid stream of conductive water down the shaft risks electrocuting the firefighters and causing a massive **steam and arc-flash explosion** (water flashes 1,600 times in volume when hitting a 2,000-degree electric arc). Second, as long as an open flame is visible at the mouth of the manhole, the flammable pyrolysis gases ($\text{CO}$ and $\text{H}_2$) are burning off steadily at atmospheric pressure; **extinguishing the flame while the cables are still energized and hot causes unburned explosive gas to build back up inside the duct and detonate violently minutes later**. Fire crews first isolate the area, evacuate basements for carbon monoxide, and wait for utility high-voltage crews to cut power or inject inert nitrogen/CO2 before cooling the vault.

How can I tell if the white cloud coming out of a street manhole is a harmless winter steam leak or a dangerous rupture?

Look at three things: **velocity, sound, and debris**. A benign winter vapor plume occurs when cold rainwater or snowmelt drips onto the outside of an insulated underground steam pipe casing; it rises lazily like fog off a warm cup of coffee, makes little to no noise, and disappears within 1 to 3 meters (3 to 10 feet) above the street. By contrast, an active **high-pressure steam pipe rupture** sounds like a deafening jet engine or freight train, shoots a rigid, high-velocity white-and-gray column 10 to 90 meters (30 to 300 feet) into the air, shakes the pavement beneath your feet, and blasts mud, gravel, or water across the street. Treat any forceful, loud, or muddy steam plume as an immediate 100-meter (330-foot) evacuation emergency.

How do I treat a severe steam scald burn while waiting for paramedics?

High-pressure district steam causes deep second-degree and third-degree thermal burns in less than a second. Once you are safely out of the steam zone, immediately **cool the burn under cool, gently running tap water for 20 full minutes** (never use ice, ice water, butter, or ointments). Carefully remove rings, watches, belts, and non-adherent clothing before the skin swells, **but never peel off clothing that is melted or stuck to the burn**. Cover the cooled burn loosely with **clean, dry plastic cling wrap (food wrap) laid lengthwise** (never wrapped tightly around a limb like a tourniquet) or a sterile non-stick dressing to stop air from hitting raw nerve endings, keep the person warm to prevent hypothermia, and watch closely for any **hoarseness, coughing, stridor (high-pitched breathing), or singed nasal hairs**, which indicate a life-threatening inhalation airway burn requiring immediate hospital intubation. See our [severe burns first aid](../first-aid/severe-burns-and-chemical-flushing.md) guide.

Can I buy a cheap tool to test if a metal grate or wet sidewalk has stray voltage before walking my dog?

While electric utilities deploy specialized low-impedance contact-voltage detectors (`HD Electric LV-S-5` or multimeter shunt tests), a civilian can carry a standard pocket **Non-Contact Voltage Tester (NCVT "tic tracer" pen)** rated for **12V to 1,000V AC** or **50V to 1,000V AC**. However, **never rely on a pocket voltage pen to prove a wet grate is safe**, because if the entire surrounding wet sidewalk is floating at the same elevated voltage as the grate, a capacitive pen held by someone standing on that same wet potential may not beep. The only 100 percent reliable rule for dog owners is behavioral: **fit your dog with rubber winter dog booties** during salted snowmelt season, use a **non-conductive nylon or leather leash** (never a bare metal chain leash), and train your dog to walk strictly on the dry center strip of the concrete sidewalk away from all metal grates, manhole lids, and streetlight bases.
