When you are unhoused, living in a vehicle, or staying in an emergency shelter, a working smartphone is your most important survival tool. Without an active phone number and a charged battery, you cannot receive callback alerts from the Coordinated Entry housing waitlist, complete a telephonic SNAP or Medicaid eligibility interview, authenticate into online banking or medical portals via Two-Factor Authentication (2FA), or receive shift calls from an employer. Losing your phone in an encampment sweep, having your prepaid line disconnected for non-payment, or having your free government Lifeline SIM deactivated under the 30-day non-usage rule can set your housing recovery back by months.

You can map your physical location on the online application or use a shelter/day-center address if you have no street address.
4. Make at least one outbound phone call or send one text message every 15 days on a free Lifeline phone to prevent automatic 30-day disconnection. Under federal rule 47 CFR § 54.405(e)(3), if a free Lifeline wireless plan has zero subscriber-initiated usage for 30 consecutive days, the carrier must send a 15-day warning notice and permanently deactivate your SIM card on Day 45. 6. Never plug a phone charger into an exterior residential outlet or unpermitted commercial outlet without permission. In many municipalities, plugging a cord into the side of a private business or house without consent is cited by police as misdemeanor "theft of utility services" or criminal trespass. Use public libraries, transit hubs, hospital waiting areas, day shelters, or a $15 12V car cigarette-lighter dual-PD fast charger / portable 20,000 mAh power bank recharged during library hours.

When a phone is lost during an encampment sweep, runs out of prepaid minutes, or gets broken, that phone number is lost with it, and when the Public Housing Authority calls six months later to offer you a Section 8 apartment, the call goes to a "This number is no longer in service" recording and you are dropped from the waitlist.

How to set up a permanent, indestructible Cloud Number in 10 minutes¶

1. Create a dedicated, clean Gmail account (firstname.lastname.contact@gmail.com):
   • Write down the exact email address and password on a physical laminated card kept inside your shoe or wallet, and turn off SIM-only SMS 2-Factor Authentication (instead, generate and write down your 10-digit Google Backup Codes on paper so you never get locked out of your email if your phone is stolen).
2. Activate a free Google Voice number (voice.google.com) or TextNow account:
   • While you still have access to a working cellular number (or using a trusted shelter/friend's phone for the one-time initial verification code), claim a free local Google Voice phone number in your city's area code.
   • Inside the Google Voice app settings, turn on "Prefer Wi-Fi and mobile data" for making and receiving calls.
3. Why a Cloud Number saves you when your phone is stolen:
   • Give ONLY your Google Voice number to 211 Coordinated Entry, HUD-VASH, your SNAP/Medicaid caseworker, your doctor, and employers.
   • If your physical phone works and has cellular service, Google Voice rings your phone like a normal call.
   • If your cellular plan gets shut off tomorrow, your Google Voice number still makes and receives unlimited free phone calls and text messages over any free Wi-Fi hotspot (outside a public library, McDonald's, Starbucks, transit station, or clinic).
   • Even if your physical smartphone is completely stolen or crushed, your phone number is not gone: you can walk into any public library two hours later, sit down at a free library desktop computer, log into voice.google.com, and read every text message, listen to every voicemail with full written transcripts, and place free outbound phone calls from the computer screen to tell your caseworker you are safe.

Step 2: Qualifying for a free federal Lifeline phone and wireless plan without an address¶

In the United States, the Federal Communications Commission (FCC) Lifeline Program (administered by the Universal Service Administrative Company (USAC), under 47 CFR §§ 54.400 to 54.423) provides a monthly federal subsidy (\(9.25/month standard, or up to **\)34.25/month on Tribal lands**, plus generous state supplemental subsidies in states like California LifeLine, Texas, New York, Oregon, and Kentucky) that allows participating wireless providers (such as Assurance Wireless, SafeLink Wireless, AirTalk Wireless, TruConnect, StandUp Wireless, and Life Wireless) to offer 100% free monthly talk, text, high-speed data, and often a free Android smartphone to low-income and unhoused individuals.

2 ways to qualify for Lifeline immediately (47 CFR § 54.409)¶

You qualify for Lifeline if you (or a dependent/child in your household) meet either the Program Participation test OR the Income test:

• Path A: Automatic Program Eligibility (Fastest Approval): You participate in any one of the following federal programs (and if you are unhoused and not yet enrolled, see our guide on getting expedited food stamps (SNAP) and Medicaid while unhoused to get approved in 7 days):
  1. SNAP (Supplemental Nutrition Assistance Program / Food Stamps)
  2. Medicaid
  3. Supplemental Security Income (SSI)
  4. Federal Public Housing Assistance (FPHA / Section 8 / HUD-VASH)
  5. Veterans Pension and Survivors Benefit
  6. Tribal Programs: Bureau of Indian Affairs (BIA) General Assistance, Tribal TANF, Tribal Head Start, or Food Distribution Program on Indian Reservations (FDPIR).
• Path B: Low Income Eligibility: Your household's gross annual income is at or below 135 percent of the Federal Poverty Guidelines (or 150 percent in states like California and Texas).

How to pass the USAC National Verifier with "No Fixed Address" and inside a Congregate Shelter¶

Unhoused applicants frequently run into two online computer rejections on the USAC National Verifier (checklifeline.org): (1) "Invalid Residential Address," and (2) "Duplicate Address: Another person at this address already receives Lifeline" (because 50 other people at the same homeless shelter used the shelter's street address). Here is how federal law solves both problems:

1. Solving the "No Street Address" Rejection (Descriptive Location / Map Pin):
   • Under USAC and FCC rules, you cannot enter a P.O. Box as your Residential Address (though you can use a P.O. Box, General Delivery, or a day shelter as your Mailing Address).
   • If you live in a vehicle, tent, or rural off-grid camp without a postal street number, click the "No Street Address / Use Map" option on the USAC National Verifier application. You can drop a GPS pin on the intersection, park, or highway milepost where you stay (for example, "Corner of 5^th St and Main St, Southeast Parking Lot").
2. Solving the "One Per Household / Shelter Duplicate Address" Rejection (The USAC Household Worksheet):
   • Federal rule 47 CFR § 54.409© limits Lifeline to one benefit per "household," defined as an economic unit (people who live together AND share income and expenses).
   • Unhoused people staying at the same emergency shelter, transitional housing building, or drop-in center address do NOT share income and expenses; legally, every single individual at that shelter is their own separate household.
   • Whenever the system flags your shelter's address as already in use by another resident, simply check "No, I do not share money/income with the other person at this address" on the USAC Lifeline Household Worksheet (a 1-page self-certification form). Signing the Household Worksheet immediately overrides the duplicate-address block and approves your individual line.

Survivors of Domestic Violence: Emergency Communications under the Safe Connections Act¶

  2. Answer an inbound phone call from someone outside your carrier (voicemail pickups often do not register if not routed properly).
  3. Send an outbound SMS text message over the cellular network (not iMessage or WhatsApp over Wi-Fi).
  4. Turn off Wi-Fi for 60 seconds and load a web page using your cellular 4G/5G mobile data.

2. What to do the hour your phone is stolen, lost, or broken¶

If your phone is stolen while you are sleeping or confiscated during an encampment sweep:

1. Lock down your Cloud Number and EBT/Bank apps from a library computer:
   • Walk into the nearest public library, log into your email and Google Voice using the 10-digit backup codes in your wallet, and use Google Find My Device (google.com/android/find) or Apple iCloud Find My to remotely lock or wipe the stolen handset so the thief cannot access your CashApp, Chime, or EBT Edge app.
2. Choose between a "Street-Tent Benefit Transfer" vs. "Bring Your Own Phone (BYOP) SIM":
