Waking up in a foreign hotel to the sound of heavy automatic gunfire near the presidential palace, finding armed soldiers and armored personnel carriers blocking bridges, discovering that commercial flights are grounded under a sudden Notice to Air Missions (NOTAM) airspace closure, and watching cellular data and internet services go dark are hallmarks of an acute coup d'état, state of emergency, or armed insurrection. During the first 24 to 72 hours of a military takeover or sudden border sealing, the single deadliest mistake foreign travelers make is rushing immediately into the streets in a panic trying to reach the international airport or an overland border checkpoint.
In almost every modern coup or civil uprising, the international airport, state television and telecommunications hubs, central bank, presidential complex, and major highway checkpoints are the primary tactical objectives fought over by rival military factions and paramilitaries. Travelers caught on airport access roads during the opening hours of a coup frequently drive straight into crossfire, artillery strikes, or ad-hoc militia roadblocks, only to find the airport runway blocked by military trucks and the terminal occupied by troops. This guide provides official diplomatic security and crisis management protocols for immediate shelter-in-place consolidation, navigating martial-law curfews and military checkpoints, maintaining communications during a state-imposed internet blackout, and boarding a government-assisted civilian evacuation flight or overland convoy.
Dariet to tagad¶
- DO NOT rush to the airport or embassy during active gunfire or the opening hours of a coup. Stay inside your hotel or residence, move to an interior room or hallway away from street-facing windows (preferably on the 2nd to 4th floor, above street-level looting and vehicle bombs, but low enough to walk down stairs without elevators), and lock and barricade your door.
- Immediately fill every bathtub, sink, kettle, and empty bottle with tap water, and plug in all phones, laptops, and power banks. Municipal water pumping stations and electrical grids are routinely shut down or damaged within the first 6 hours of military action. Filling a standard bathtub provides 150 to 300 liters (40 to 80 gallons) of emergency sanitation and drinking water (after boiling or purification) before pressure drops to zero.
- Register immediately with your home country's foreign ministry crisis portal before cellular internet is cut. If you still have even a weak 2G/3G signal or hotel Wi-Fi, enroll your exact GPS coordinates, hotel room number, passport number, and local phone number in your government's crisis tracker (such as STEP for the United States, ROCA for Canada, FCDO Travel Alert / Register Your Presence for the United Kingdom, DFAT Smartraveller for Australia, or Ariane for France) and message one trusted family contact back home with your exact shelter address (see embassy and consular assistance).
- Stay strictly away from windows, balconies, rooftops, government buildings, and street demonstrations, and NEVER photograph soldiers or military vehicles. In a coup or martial-law crackdown, security forces treat anyone holding a smartphone or camera near a window, balcony, or checkpoint as a tactical spotter or foreign intelligence operative, drawing immediate sniper fire or arrest for espionage.
- If someone suffers a life-threatening gunshot, shrapnel, or medical emergency, control severe bleeding immediately and contact local emergency dispatch or your embassy's 24/7 duty officer. Apply direct pressure or a tourniquet for arterial bleeding (see pirmā palīdzība smaga asiņošana), check our global neatliekamās palīdzības numuri directory (
911,112,999, or local ambulance dispatch), and coordinate with hotel security before attempting movement during a curfew.

Phase 1 (Hours 0 to 72): Immediate shelter-in-place and resource consolidation¶
When tanks roll into a capital city or rival military units seize state broadcasters, the tactical environment is completely fluid for the first 48 to 72 hours. Nobody, including your own embassy's defense attaché, initially knows whether the coup will succeed bloodlessly within 12 hours (followed by a quick reopening of commercial flights) or degenerate into urban street combat between loyalist presidential guards and mutinous brigades.
1. Selecting the safest room in a hotel or apartment building¶
- The "Floors 2 to 4" rule: Avoid ground-floor rooms (which are directly exposed to stray small-arms rounds, RPG backblast, tear gas clouds, and street looters breaking through lobby glass), and avoid high penthouse floors above the 6th or 7th floor (which are exposed to stray antiaircraft artillery fire, helicopter gunships, and trap you if electric elevators fail or a fire starts below). Rooms on the 2nd, 3rd, or 4th floor facing an interior courtyard away from the main boulevard provide the best ballistic and physical protection.
- Create a ballistic safe zone inside your room: Stray rifle bullets (
7.62x39 mmvai5.56x45 mm) easily penetrate glass windows, wooden doors, and standard interior drywall partitions. If shooting erupts outside your hotel, lie flat on the floor inside the interior bathroom or inner hallway, placing at least two solid masonry/concrete walls and a heavy mattress between yourself and the exterior street window. Keep curtains and blinds drawn closed at all times so shooters outside cannot see movement inside your room.
2. The 15-minute utility and supply lockdown checklist¶
Within the first 15 minutes of hearing coup announcements or gunfire, execute these six steps before infrastructure fails:
- Capture 200+ liters of water immediately: Plug the drain of your bathtub and bathroom sink with the stopper (or seal the drain flat with a plastic bag and a heavy wet towel or duct tape) and fill them to the brim with cold water. Fill every drinking glass, ice bucket, coffee carafe, and kettle.
- Charge every battery and switch phones to Low Power Mode: Plug smartphones, laptops, satellite messengers, and portable USB power banks into wall outlets immediately. Dim screen brightness to 20 percent, close background apps, and turn off automatic cloud photo uploads and app updates to conserve both battery life and fragile cellular bandwidth.
- Download offline maps and translation files right now: While internet still trickles through, open Google Maps, Apple Maps, or Maps.me and download the entire offline regional map covering your city, all roads leading to the international airport, your embassy's exact street location, major hospitals, and overland roads to neighboring countries' borders. Also download the offline local language pack in your translation app.
- Audit and hide your hard currency (cash) and passports: ATM networks and credit card terminals are usually the first commercial systems to crash or be shut off by the central bank to prevent capital flight during a coup. Count your physical cash (US Dollars, Euros, and local banknotes). Divide your cash into three separate stashes (one small "decoy wallet" with $30 to $50 in local bills to hand over if robbed or extorted at a checkpoint, one hidden inside a money belt or shoe insole, and one in your grab bag). Keep your physical passport and emergency travel documents on your body at all times, even while sleeping in your clothes.
- Inventory calorie-dense food and prescription medications: Gather all minibar snacks, dry food, and bottled water. Ration food strictly and prioritize eating perishables first if the electricity goes out. Consolidate at least a 14-day supply of critical prescription medications in your front pocket or waist pack.
- Link up with hotel management and fellow foreign nationals in the building: Walk down the interior stairs (never the elevator) to the hotel reception desk. Confirm that the hotel has locked its street gates, ask how many days of diesel fuel the hotel has for its backup generator, and introduce yourself to other stranded travelers or airline flight crews staying in the hotel (commercial airline pilots and cabin crews have direct satellite dispatch links to their airline operations centers and are often the first to receive verified airport status updates).
Surviving a state-imposed internet blackout and telecom shutdown¶
Military juntas and embattled governments almost universally order national telecommunications providers to shut down mobile data (3G/4G/5G), block social media and encrypted messaging apps (WhatsApp, Signal, Telegram), or sever international fiber-optic gateways during a coup. When your phone suddenly shows "No Service" or a spinning wheel with zero internet data, switch to this layered communication protocol:
| Blackout Severity Level | What Is Blocked vs. What Still Works | How to Communicate & Receive Official Evacuation Alerts |
|---|---|---|
| Level 1: App & Social Media Throttling / DNS Block | WhatsApp, Signal, X/Twitter, and foreign news websites fail to load, but general web traffic or domestic sites still trickle through. | Enable a reputable VPN (with obfuscated/stealth protocols) or the Tor Browser (with Snowflake/meek bridges) before the block tightens. However, verify local legality first: in some authoritarian states, visible VPN apps can draw scrutiny at physical phone checkpoints. |
| Level 2: Mobile Data (3G/4G/5G) Shut Off, Voice & SMS Active | All mobile internet data icons (LTE/5G) vanish, and hotel Wi-Fi dies, but traditional 2G circuit-switched voice calls and plain SMS text messages still work. |
Stop trying to send WhatsApp/iMessage texts. Send plain standard SMS text messages (under 160 characters) to an international contact back home containing your Name, Passport #, Hotel Name/Address, GPS Coordinates, and Physical Condition, asking that person to log into your embassy's online crisis portal from home and register you by proxy. |
| Level 3: Complete Cellular & Landline Blackout | Cellular towers are powered down completely (No Service / SOS Only), and hotel landlines and internet fiber are dead. |
1. Smartphone Satellite SOS / Messaging (iPhone 14 or newer, Pixel 9 or newer, or Garmin inReach / Iridium): Step onto an open courtyard away from sniper sightlines with a clear view of the sky to send a satellite text message. 2. Peer-to-Peer Bluetooth / Wi-Fi Direct Mesh Apps (Briar, Bridgefy): Communicate with travelers in adjacent rooms without internet. 3. Shortwave, AM, and FM Battery Radio: Tune a portable radio (or a car radio inside an underground parking garage) to BBC World Service, Voice of America (VOA), Radio France Internationale (RFI), or local FM channels; embassies frequently broadcast emergency assembly points and convoy timings over international shortwave and local FM radio during internet blackouts. |
Martial law, curfews, and surviving military or militia checkpoints¶
After seizing power, military leaders typically appear on state broadcast media to announce the dissolution of parliament, the suspension of the constitution, the closure of all land, sea, and air borders, and an immediate dusk-to-dawn (or 24-hour) martial law curfew.
1. Obeying martial law curfews strictly¶
During a military curfew, troops deployed on street corners are frequently young, exhausted, poorly commanded conscripts operating under shoot-on-sight rules of engagement. Never violate a curfew for any reason other than an immediate, inescapable building fire or life-or-death medical evacuation coordinated in advance with the Red Cross / Red Crescent or military authorities.
2. How to survive a military or paramilitary roadblock when moving to an airport or border¶
Once commercial flights resume or your embassy instructs citizens to travel to an evacuation assembly point during daylight hours, your vehicle will almost certainly have to pass through multiple military, police, or irregular militia checkpoints. Follow these exact tactical rules used by diplomatic security details and humanitarian aid workers:
- Travel only during peak daylight hours (between 09:00 and 15:00): Never be on the road within 2 hours of sunset; checkpoints become ten times more dangerous, intoxicated, and trigger-happy at dusk.
- Prepare the vehicle before approaching the checkpoint:
- Remove all sunglasses and hats so soldiers can see your eyes clearly.
- Put all smartphones, cameras, GoPros, and binoculars completely out of sight inside a closed bag on the floor (and unplug and hide any windshield dashcam; arriving at a military roadblock with an active camera recording on your windshield will result in immediate arrest as a spy).
- Keep your passport (and a color photocopy) in your breast pocket, and keep a small "checkpoint wallet" containing $20 to $50 in small local bills separate from your main cash reserve.
- Lock all vehicle doors (so a bystander cannot yank a rear door open to grab your bags) and roll your driver and passenger windows down 5 to 8 centimeters (2 to 3 inches) so you can hear orders without allowing someone to reach straight inside.
- The 100-meter approach sequence:
- Slow down gradually starting 100 meters (330 feet) back; never race up to a barrier and brake hard, and never attempt to U-turn in front of a checkpoint (soldiers treat vehicles turning around before a checkpoint as hostile threats and open fire).
- If driving in low light or heavy rain/dust, switch your bright exterior headlights OFF (down to dim parking/position lights) and turn your interior cabin dome light ON so guards can see right inside the car without being blinded by your headlights.
- Keep both hands clearly visible on the top of the steering wheel (or resting visibly on your knees if you are a passenger). Never reach suddenly into a glovebox, jacket pocket, or backpack under the seat without first asking permission and narrating your movement slowly ("Passport... slowly in pocket").
- De-escalating aggressive soldiers or shakedown demands:
- Maintain a calm, polite, submissive, and slightly bored demeanor. Never argue about local politics, never name-drop officials, and never raise your voice.
- If an irregular militia fighter or corrupt guard demands a bogus "road tax," "customs fee," or "coffee money" to let your taxi pass toward the airport, do not risk your life arguing over $20 at gunpoint. Calmly hand over the small bills from your decoy wallet while keeping your original passport in sight. (See also high-risk travel security in unstable regions).
Understanding embassy evacuations ("Assisted Departures" and "NEO")¶
Many travelers assume that if a coup or war breaks out abroad, their embassy will send helicopters to their hotel rooftop or provide a free first-class ticket home. Understanding how real diplomatic evacuations work prevents dangerous miscalculations (see embassy and consular assistance un emergency repatriation).
1. The 3 stages of diplomatic departure orders¶
Foreign ministries (such as the US Department of State, UK FCDO, and EU Consular Protection missions) escalate crisis departures in three distinct tiers:
| Departure Tier | What It Means for Embassy Staff | What It Means for Private Citizens / Tourists | Your Immediate Action |
|---|---|---|---|
| 1. Authorized Departure (Voluntary) | Non-emergency embassy diplomats and embassy family dependents are permitted to leave the country at government expense. | Commercial airlines and land borders are still open, though seats are filling up fast and ticket prices are spiking. | Leave the country immediately on the next commercial flight, train, or ferry, even if it flies to a random third country (e.g., flying out to a regional hub like Istanbul, Doha, Nairobi, or Panama City rather than waiting for a direct flight home). |
| 2. Ordered Departure (Mandatory for Staff) | All non-emergency diplomatic staff are ordered to leave immediately; only a skeleton crew of consular and security officers remains inside the embassy compound. | Commercial flights are severely disrupted or about to stop completely; the security situation is deteriorating rapidly. | Pack your grab bag immediately; take any remaining commercial flight or prepare for a government-chartered evacuation notice within hours. |
| 3. Non-Combatant Evacuation Operation (NEO) / Assisted Departure / Suspension of Embassy Operations | The embassy is closing its doors or evacuating private citizens via chartered commercial airliners, military transport aircraft (C-130 / C-17 / A400M), naval vessels, or armored bus convoys. |
This is frequently your last chance to leave with official help. Once the final military plane lifts off and the embassy suspends operations, zero in-country consular help remains. | Report to the designated Evacuation Assembly Area (EAA) at the exact time instructed, carrying only 1 small soft-sided carry-on bag. |
2. Strict rules of military and embassy evacuation flights¶
If commercial airspace is closed and you receive an email, SMS, or radio broadcast instructing you to report to a stadium, hotel, port, or military airbase for a government-organized evacuation flight:
- Strict 1-bag luggage limit (10 to 15 kg / 22 to 33 lbs max): Military transport aircraft (
C-17 Globemaster,C-130 Hercules,Airbus A400M) and emergency charter planes pack evacuees floor-to-ceiling to save as many human lives as possible. All large wheeled suitcases, golf clubs, and checked trunks will be abandoned on the tarmac. Pack a single soft backpack containing only passports, birth/marriage certificates, prescription medications, eyeglasses, phone/chargers, cash, water, high-calorie snacks, and one change of clothes. - What happens to pets during a military NEO evacuation: On military cargo aircraft and bus convoys under enemy fire, family pets are frequently prohibited or permitted only on a strict space-available basis inside small airline-approved under-seat carriers, and never at the expense of a human seat. Make contingency plans with reliable local contacts or pet boarding networks early if you cannot fly out commercially before airspace closes.
- You only fly to a "Safe Haven" third country, and you must sign a Promissory Note (
