Losing cellular service unexpectedly, whether your smartphone suddenly drops to "SOS Only" or "No Service", an eSIM transfer freezes at "Activating..." while setting up a new phone, or a carrier number transfer gets stuck in a porting limbo, cuts off both your voice communications and the SMS two-factor authentication (2FA) codes protecting your bank and email accounts. Worse, a sudden, unexplained loss of cellular signal on a working phone is the primary early warning sign of an active SIM swap attack in which cybercriminals hijack your mobile number to drain financial accounts.
Whether you are locked out of cellular service during an upgrade at home, dealing with a rejected port-out request between carriers, or stranded at an international airport without mobile data, you must diagnose the failure within minutes. This guide walks you through ruling out an active SIM swap attack, recovering stuck eSIM SM-DP+ provisioning profiles on iOS and Android, clearing Number Portability Administration Center (NPAC) port conflicts, forcing manual roaming radio attachment abroad, and restoring emergency communications.
- Determine immediately whether you are under an active SIM swap cyberattack. If your phone suddenly dropped to "SOS Only", "No Service", or "SIM Not Provisioned" at a time when you were not upgrading your phone or switching carriers, connect to Wi-Fi immediately and check your email inbox for messages from your mobile carrier saying "Your SIM card has been changed" or "Your number transfer request is complete". If you did not authorize a change, call your carrier fraud department immediately and follow our SIM swapping emergency guide to lock your phone line and financial accounts.
- Never delete an eSIM profile from your phone while troubleshooting unless a carrier technician has already issued a brand-new replacement QR code. Unlike a physical plastic nano-SIM card that you can pop out and re-insert, an eSIM profile downloaded from a carrier SM-DP+ (Subscription Manager Data Preparation) server uses a single-use cryptographic activation token (EID/ICCID binding). If you tap "Delete eSIM" on an iPhone or "Erase SIM" on Android during a network outage, you cannot re-scan the old QR code to get it back; only the carrier can generate a fresh eSIM download token.
- If you are in physical danger or facing a medical emergency with "SOS Only" or "No Service" displayed, dial your emergency number anyway. Under global 3GPP GSM/UMTS/LTE/5G standards, any handset displaying "SOS Only" or "Emergency Calls Only" will bypass carrier SIM authentication and transmit your call over any competing cellular tower within radio range (even without an active SIM or eSIM profile). Dial your local emergency number (911 in the United States and Canada, 112 across the European Union and GSM networks globally, 999 in the United Kingdom, or see our شماره های اضطراری directory), or trigger Apple Emergency SOS via Satellite / Android Satellite SOS under an open sky.
- If an iPhone-to-iPhone or Android-to-Android eSIM Quick Transfer is stuck on "Activating...", place both phones within 5 centimeters (2 inches) of each other on the same Wi-Fi network and toggle Airplane Mode ON for 30 seconds, then OFF. Over-the-air eSIM provisioning requires an uninterrupted HTTPS connection between your phone LPA (Local Profile Assistant) and the carrier SM-DP+ server to register your hardware 32-digit EID (Embedded Identity Document) on the carrier Home Subscriber Server (HSS).
- If your phone number is stuck mid-port between two carriers (Split Service), call the "Porting and Activations Department" (Tier 2 PAC) of the NEW carrier, not general customer service. Have the exact Account Number, Number Transfer PIN (Port-Out PIN), and Billing Street Address / ZIP or Postal Code from your old carrier billing statement in front of you. Over 90 percent of stuck number ports are held up by an automated NPAC data mismatch or an unlifted Number Lock / Port Freeze on the losing carrier account.
- Keep your old phone and old SIM/eSIM intact until two-factor authentication (2FA) is verified on the new phone. Before trading in or factory-wiping an old handset, verify that both incoming SMS short-code texts (the 5-digit or 6-digit numbers used by banks) and outbound voice calls work on the new device, and verify your authenticator apps using our
Never read a 6-digit verification text or 'Port-Out PIN' to anyone who calls you claiming to be your mobile carrier
Mobile carrier fraud departments will never call you out of the blue and ask you to read back an SMS verification code or generate a Number Transfer PIN to "stop a hacker" or "upgrade your 5G tower." Scammers spoof your carrier official customer service phone number on Caller ID to trick you into reading them the exact one-time passcode required to complete a fraudulent eSIM transfer onto their device. Hang up and dial the official number on your carrier bill or visit a corporate retail store in person.

Understanding how eSIM provisioning (SM-DP+) and number porting (NPAC) work¶
To fix a dead eSIM or an unmoving number port without spending four hours being transferred between frontline call-center scripts, you need to understand the exact telecom systems involved and use the terminology that gets you routed to Tier 2 Network Provisioning or the Porting Activation Center (PAC).
1. How eSIM activation works under the hood (GSMA SGP.22 Architecture)¶
Unlike a traditional removable SIM card where subscriber keys (IMSI and \(K_i\) authentication key) are permanently burned into a plastic microchip at a factory, an eSIM (eUICC, Embedded Universal Integrated Circuit Card) is a blank, rewritable security chip soldered onto your phone motherboard:
- EID (Embedded Identity Document): Every eSIM chip has a globally unique 32-digit numeric serial number (starting with
89..., found in Settings > General > About on iOS or Settings > About phone > SIM status on Android). - SM-DP+ Server (Subscription Manager Data Preparation Plus): When you transfer a line or scan an eSIM QR code, your phone uses Wi-Fi to contact the carrier SM-DP+ server, presents its 32-digit EID and a one-time Activation Code / Matching ID, and downloads an encrypted cryptographic operator profile containing your ICCID (SIM card number) and IMSI (International Mobile Subscriber Identity).
- HSS / UDM (Home Subscriber Server / Unified Data Management): Simultaneously, the carrier billing system updates its core network database (HSS for 4G LTE, UDM for 5G Standalone) to disconnect your old SIM's ICCID and authorize your new eSIM's ICCID and hardware IMEI.
- Where it breaks: If your Wi-Fi drops mid-download, or if a VPN blocks the SM-DP+ TLS handshake after the carrier HSS has already deactivated your old phone SIM, your old phone loses service while your new phone fails to finish installing the profile, leaving you with "No Service" on both handsets.
2. How mobile number porting works (LNP and NPAC / Syniverse / Iconectiv)¶
When you move a phone number from Carrier A (the Losing / Donor Carrier) to Carrier B (the Gaining / Recipient Carrier), the transfer is coordinated through a central national clearinghouse:
- In the United States and Canada: The Number Portability Administration Center (NPAC), operated by Iconectiv, which updates the Location Routing Number (LRN) across all telecom switches nationwide.

- Have the Fraud Department reclaim your number onto your physical device 32-digit EID (or visit a corporate carrier retail store in person with two forms of government photo ID).
- Immediately execute the full containment steps in our SIM swapping emergency guide and our
Step 2: How to fix a failed or stuck eSIM activation (iPhone and Android)¶
When transferring service to a new iPhone (especially US iPhone 14, 15, 16, and newer models that have no physical SIM card tray) or a new Android flagship (Samsung Galaxy S24/S25, Google Pixel 8/9), eSIM activations fail for five predictable technical reasons. Walk through this checklist in exact order:
1. Disable VPNs, Ad-Block DNS, and Firewall Profiles on Wi-Fi¶
When your phone downloads an eSIM profile from a carrier SM-DP+ server (such as cust-001-v4-prod-atl2.gdsb.net), the phone Local Profile Assistant must verify the carrier regional IP and TLS certificate:
- Open your VPN app (NordVPN, ExpressVPN, Mullvad, Tailscale, Cloudflare WARP, or corporate Cisco AnyConnect / GlobalProtect) and disconnect it completely (also turn off "Connect on Demand" inside Settings > VPN on iOS).
- If you use NextDNS, AdGuard DNS, or a home Pi-hole on your router, temporarily switch your phone to a clean Wi-Fi hotspot or standard DNS (1.1.1.1 یا 8.8.8.8), as ad-blocking DNS lists occasionally block carrier telemetry domains required during eSIM activation.
2. Verify whether the carrier switch (HSS) has already cut off the old phone¶
Look at your old phone right now: - Scenario A: Your old phone STILL has full signal bars and can make a phone call: This means the carrier core network has not yet processed the transfer. Your old SIM is still 100 percent active. On the new phone, cancel the stuck setup screen, update the new phone to the latest iOS or Android version over Wi-Fi first, and then trigger the transfer directly via your carrier official mobile app (My Verizon, T-Life / T-Mobile, myAT&T, My Vodafone, My EE) installed on the new phone rather than relying on the OS-level Bluetooth "Quick Transfer" wizard. - Scenario B: Your old phone just dropped to "SOS Only", AND your new phone is stuck on "Activating...": This means the carrier HSS already switched your phone number to your new phone's EID, and the new phone just missed the final network registration handshake. 1. Wait 10 minutes on strong Wi-Fi. 2. Turn Airplane Mode ON on the new phone, wait 30 seconds, and turn Airplane Mode OFF. 3. Perform a Force Restart on the new phone (on iPhone: quickly press and release Volume Up, quickly press and release Volume Down, then press and hold the Side Button until the Apple logo appears). In over 70 percent of cases, the new phone registers on 5G/LTE immediately upon rebooting.
3. Check for a Carrier Subsidy Lock ("SIM Locked")¶
If you see "Cellular Plan Cannot Be Added: This eSIM is from a carrier that is not supported on this iPhone", check your device lock status: - On iPhone: Go to Settings > General > About and scroll down to Carrier Lock. - If it says "No SIM restrictions", your phone is fully unlocked and can accept any carrier or travel eSIM in the world. - If it says "SIM locked", the handset is cryptographically locked via Apple's activation server (GSX) to the original carrier selling the phone on an installment plan. You must either pay off the installment balance or request a temporary/permanent IMEI Unlock from the original carrier before any other carrier's eSIM will install.
4. Force Direct OTA Push Provisioning Using Your 32-Digit EID و IMEI2¶
If "eSIM Quick Transfer" fails repeatedly and scanning a QR code says "Code Expired", stop trying self-service wizards and give a carrier agent (via online chat on Wi-Fi or from a second phone) two exact numbers from your new phone (Settings > General > About on iOS, or dial *#06# on any phone dialer to pull up the barcode screen):
1. Your 15-digit Digital SIM IMEI (listed as IMEI 2 or Available SIM IMEI).
2. Your 32-digit EID (89...).
Say to the agent: "My eSIM download failed and consumed the single-use SM-DP+ token. Please generate a brand-new eSIM ICCID on my line and push it Over-The-Air directly to my 32-digit EID." Within 60 seconds of the agent saving the EID in their system, a push notification banner reading "Carrier Cellular Plan Ready to Be Installed" will pop up automatically on your Wi-Fi-connected phone screen without needing any QR code at all.
Step 3: How to unfreeze a stuck mobile number port (LNP Resolution Protocol)¶
When you switch carriers and request to keep your phone number, automated Local Number Portability (LNP) transfers between mobile networks normally finish in 5 to 30 minutes (or 1 business day in countries using PAC codes like the UK). If your number transfer is stuck for more than 2 to 4 hours, or if you have "Split Service" (outbound calls work, but incoming calls ring your old phone and SMS 2FA texts vanish), your port order is sitting in an NPAC Conflict / Resolution Required state.
The 5 hidden reasons number ports freeze (and how to clear them in 10 minutes)¶
Call your new (gaining) carrier's direct "Porting and Activations Center" (PAC) rather than general billing support and check these five items:
- شرکتهای مخابراتی قفل انتقال شماره (Verizon Number Lock، AT&T بیسیم حساب قفل، T-Mobile Port Out Protection) را برای توقف تعویض سیمکارت ارائه میکنند.
- Verizon:
- AT&T: شماره گیری
T-Life -> Account > Profile Settings > Line Settings > Request a Transfer PIN
- بریتانیا (EE، Vodafone، O2، Three): متن
- Verizon:
- iPhone: به Settings > Cellular > [Tap your Travel eSIM] -> Data Roaming را روی روشن تغییر دهید.
1. Settings > Cellular > [Your Active SIM/eSIM] > Network Selection را باز کنید و Automatic را روی OFF تغییر دهید.
Settings > Cellular > [Your SIM/eSIM] > Voice & Data* را از 5G Auto به LTE (یا 4G).
5. Reset Network Settings¶
Go to Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings (or Reset Mobile Network Settings on Android). This flushes corrupt carrier bundle caches without deleting your installed eSIM profiles.
Step 5: How to keep Apple iMessage and FaceTime linked to your domestic phone number while using a Travel eSIM¶
One of the most frustrating side effects of turning off your domestic SIM card abroad (to avoid 10-dollar-to-15-dollar-per-day carrier roaming fees) is that Apple iMessage and FaceTime immediately deregister your main phone number, breaking your group chats and preventing family members from reaching you:
- The "Zero-Dollar Roaming Lock" Method (Best if your carrier supports Wi-Fi Calling):
- When you land abroad:
- Leave your Home Line turned ON, and also turn ON your Travel eSIM (setting Cellular Data -> Travel eSIM).
- Because you locked your Home Line's Network Selection to your domestic carrier (which has no towers in the foreign country), your Home Line cannot connect to any foreign tower to trigger a daily roaming fee. Instead, iOS routes your Home Line over the Travel eSIM's cellular data connection ("[Home Carrier] using Cellular Data"), keeping your main phone number 100 percent active for iMessage, FaceTime, bank 2FA SMS texts, and Wi-Fi calling at zero roaming cost.
Prevention: Hardening your mobile account against SIM swaps and eSIM lockouts¶
Once your cellular service is restored, spend five minutes locking down your carrier account and device settings:
- Enable "Number Lock / Port Freeze" in your carrier app: Turn on Number Lock (Verizon), Wireless Account Lock (AT&T), Port Out Protection / Takeover Protection (T-Mobile), or your carrier's equivalent port-out lock, and turn it off only for the 15 minutes when you intentionally switch carriers.
- Convert physical nano-SIM cards to eSIM (or set a hardware SIM PIN): An eSIM is soldered onto your phone motherboard and cannot be popped out with a paperclip if your phone is lost or stolen. If you still use a physical SIM card, enable a SIM PIN (Settings > Cellular > SIM PIN) and change it immediately from the default carrier PIN (
0000). - Write down your 32-digit
EIDand 15-digitIMEI 1 / IMEI 2offline: Dial*#06#on your phone right now, screenshot or write down your EID and IMEI numbers, and store them inside your password manager so you can identify your phone to your carrier or police even if the screen shatters. - Migrate critical accounts off SMS 2FA: Replace SMS text verification on your email, password manager, and banking accounts with a cloud-backed TOTP authenticator app or FIDO2 hardware security keys (see our بازیابی قفل MFA و احراز هویت راهنما).
If I accidentally deleted my eSIM on my iPhone or Android while troubleshooting, can I just scan the original QR code again to reinstall it?
Almost never. By GSMA security design, an eSIM QR code points to a single-use activation token on the carrier SM-DP+ server. Once that profile has been downloaded and bound to your phone 32-digit EID once, the server marks the token as "Downloaded / Consumed" so no one else can photograph your QR code and clone your SIM. If you delete an active eSIM profile from your phone settings, you must contact your mobile carrier (or open your travel eSIM provider app) and ask them to generate and issue a brand-new replacement eSIM profile.
Why can I make phone calls after porting my number to a new carrier, but incoming calls still ring my old phone and 2FA texts do not arrive?
This condition is known in telecommunications as "Split Service" or a mixed port state. The moment your new carrier creates your line, their local switch lets you make outbound calls showing your phone number as Caller ID. However, incoming calls and SMS texts from the rest of the world only route to your new phone after the central national clearinghouse (NPAC) finishes validating your old carrier account number and Number Transfer PIN and broadcasts the updated Location Routing Number (LRN) across all networks. If Split Service lasts longer than 4 hours, your port is almost certainly paused due to an incorrect PIN, ZIP code, or active Port Freeze; call the new carrier Porting Department (PAC) immediately.
How can I call 911, 112, or 999 if my phone screen says "SOS Only" or "No Service" and my eSIM is broken?
Every cellular handset sold worldwide is engineered under mandatory 3GPP and FCC/ETSI regulations to prioritize emergency calls above all subscriber billing and SIM rules. When your phone says "SOS Only" or "Emergency Calls Only," it means your home carrier has not authenticated your SIM, but your phone antenna is actively locked onto at least one competing carrier cellular tower nearby. Dialing 911, 112, or 999 forces the nearest tower from any carrier to connect your emergency call immediately, even if your phone has zero active eSIMs installed. If there are zero cellular towers of any kind in range (such as in a wilderness canyon), iPhone 14 and newer models and modern flagship Android phones automatically offer "Emergency Text via Satellite" when you dial 911/112/999.
What happens to my eSIMs if I have to "Erase All Content and Settings" (Factory Reset) my phone?
Both iOS and Android display a critical prompt during a factory reset asking whether you want to **"Keep eSIMs and Erase Data"** or **"Delete eSIMs and Erase Data"**. Unless you are selling, trading in, or permanently giving away the phone, **always choose "Keep eSIMs and Erase Data"**. Because eSIM profiles are stored on a dedicated, isolated hardware security chip (the eUICC) separate from your operating system storage, keeping the eSIM allows your phone to wipe and reinstall iOS or Android from scratch while waking back up on the setup screen with full 5G/LTE cellular service still intact.
