  3. Charge phones, power banks and radios. Fill the car's fuel tank, and fetch medicines and any pet food you need.
  4. Choose one room in the house to stay in if the heat fails, and set up blankets, a battery lamp and warm clothing there.
  5. Test your smoke alarms and battery powered carbon monoxide alarms, and make a plan for safe heat. Never use a grill, camp stove or generator indoors.
  6. Tell a neighbor or relative your plan, and check on those who live alone, are older, or have medical needs. If you must leave, go before the storm arrives, not during it. Call your local emergency number (911 in the United States and Canada, 112 across the European Union, 999 in the United Kingdom) only for emergencies. See أرقام الطوارئ.

Never run a fuel-powered generator indoors, in an attached garage, in a basement, or within 6 meters (20 feet) of any window or door; carbon monoxide gas is invisible, odorless, and rapidly fatal. Never use an open gas oven, camping stove, or charcoal barbecue grill to heat an indoor room. Never leave open flame candles burning unattended or overnight. Never use an open flame propane blowtorch to thaw frozen plumbing pipes, which ignites dry wall studs inside wall cavities. Never venture outdoors on foot during a blizzard or whiteout condition without a continuous physical guideline back to shelter.

Know the risks in your area

Winter storms are not all alike. Heavy snow, ice, extreme cold, high wind and flooding from thaw each bring different problems. Look up the risks where you live, and plan for the worst case that is realistic.

Hazard Main problems What to prepare
Heavy snow and blizzard Road closures, power cuts, roof loads, being snowed in Food, water, shovels, backup heat, no travel plan
Ice storm and freezing rain Power line failure, tree limbs, slippery surfaces Light, heat, charged devices, traction for boots, see ice storm
Extreme cold and wind chill Frostbite, hypothermia, frozen pipes Insulation, warm clothing, pipe protection
Thaw, rain on snow Flooding, roof overload Drains cleared, sandbags, see snow load and roof safety
No heat, light, refrigeration or phone charging See

Also think about who lives with you. Babies, older adults, people with health conditions, and people who use powered medical equipment need extra planning. See keeping older adults safe in cold weather و older adults emergency planning.

Build the supply kit

Keep your kit in one place that is easy to reach in the dark, such as a closet near the room you will use. Use sturdy containers, check dates twice a year and replace what you use. Ready.gov and the Red Cross recommend supplies for at least 72 hours, and many agencies now suggest a week or more in places that get severe winters or have fragile power grids.

Light and communication

  • Battery or hand crank radio with weather band, so you can hear official updates when cell towers fail
  • Flashlights or headlamps with extra batteries, and battery lanterns. Avoid candles, which cause fires. See emergency lighting without candles.
  • Phone chargers and charged power banks, plus a car charger
  • Whistle to signal for help
  • Printed list of emergency contacts and a small notebook and pen. See emergency contact card generator.

Warmth

  • Check that outdoor vents, such as for the furnace, dryer and stove, are clear of snow and ice.
  • Test smoke and carbon monoxide alarms and plan two ways out. See home fire escape plan.
  • Add weatherstripping, caulk gaps, and fit storm windows or window film.

Roof, trees and outside

  • Clear gutters and downspouts, and check for loose shingles and damage.
  • Trim dead and weak branches near the house and power lines, using a professional near lines.
  • Know the signs of roof overload and ice dams. See snow load warning signs and safe roof snow removal.
  • Secure outdoor furniture and objects that wind could throw.
  • Mark driveway edges and hydrants with stakes so that snow plows and crews can find them.

Vehicles and travel

Time before the storm Actions
72 hours Check forecasts and alerts. Confirm supplies of food, water, medicines and pet food. Charge devices. Refill prescriptions. Review your plan with the household. Check smoke and carbon monoxide alarms.
48 hours Fill the car with fuel. Get cash. Fill bathtubs and containers if you may lose water. Move supplies to your warm room. Clear gutters and drains. Charge power banks. Check on neighbors and arrange help for those at risk. Decide whether to leave early.
24 hours Bring pets in. Bring in firewood and set up the warm room. Set up lights and radio. Insulate pipes, and open cabinet doors. Set the freezer to cold and group food. Put frozen bottles in the fridge. Charge every device.
12 hours Do final chores outside. Move vehicles off the street and shovel a first path. Make a family plan for the night. Park the car facing out. Confirm the shelter location if you may need it.
During the storm Stay inside. Keep to one warm room if power is out. Watch alerts, check on each other, and eat and drink regularly. Check pipes and heating. Avoid shoveling in the storm, then clear snow in short sessions.
First 24 hours after Stay put until roads are cleared. Check for roof damage, ice dams and blocked vents. Report outages. Check on neighbors. Take care with ice and tree limbs.
48 to 72 hours after Restore heat slowly and check pipes. Check food safety. Replace used supplies. Review what worked and what did not. Claim for damage and record it with photos.

Written plan for the household

Write down answers to these questions and put the page where everyone can see it.

  • Where will we stay if the power fails?
  • Who in the household has special needs, and what will they need?
  • Where is the main water shutoff, the electrical panel and any gas shutoff?
  • Who will we call, and who is our out of area contact?
  • At what indoor temperature will we leave, and where will we go?
  • How will we get alerts and news without power?
  • Who will check on the neighbors we worry about?

Staying healthy and calm during a long storm

Several days indoors in the cold tests a household. Plan for comfort and morale as well as survival, because tired, cold and anxious people make poor decisions.

  • Take turns watching alarms, heat sources and the radio so that each person can sleep.
  • Keep children busy with games, books, drawing and quiet activities that need no power. Explain what is happening in simple, honest terms.
  • Expect irritation and low mood. Check on one another, share tasks, and speak up early if someone feels unwell.
  • Limit news and social media if they raise anxiety, and check official updates at set times to save battery.

Hygiene and sanitation

Without running water, hygiene still matters. Use hand sanitizer or wipes, and wash hands with stored water before eating and after using the toilet. If the toilet will not flush, pour a bucket of stored water into the bowl, or use a bucket with a bag liner and seal and store the bags outside in a closed container. Keep trash in sealed bags away from living areas.

After the storm: recovery and review

When the weather clears, the work is not finished. Walk around the outside of the house and look for fallen limbs, damaged lines and roof damage before you clear paths. Restore heat gradually, check for frozen or split pipes as they thaw, and test alarms again. Replace the supplies you used while the experience is fresh, and write down what worked, what ran short and what you would change. A short review of ten minutes now makes the next storm much easier. Share what you learned with neighbors, and consider helping a relative or an older neighbor build their own kit.

Regional meteorological alert systems and winter emergency resources

Official winter storm alerting criteria and agency frameworks vary significantly across countries:

  • United States: The National Weather Service (NWS) issues three primary levels of winter alerts. A Winter Storm Watch indicates that severe winter conditions such as heavy snow of 15 centimeters (6 inches) or more within 12 hours, sleet, or freezing rain are possible within 36 to 48 hours. A Winter Storm Warning indicates that hazardous winter conditions are imminent or occurring. A Blizzard Warning indicates sustained winds or frequent gusts of 56 km/h (35 mph) or greater combined with falling or blowing snow reducing visibility to less than 400 meters (0.25 miles) for at least 3 hours. Emergency assistance and shelter coordinates are managed locally through municipal 211 systems and county emergency management offices.
  • Canada: Environment and Climate Change Canada (ECCC) issues weather alerts through Weatheradio and regional forecast offices. Warnings include Winter Storm Warnings for severe snowfall and blowing snow, Freezing Rain Warnings when significant ice accumulation is expected, and Blizzard Warnings. For provincial public health advice and non-emergency winter welfare checks, dial 811 (Info-Sante in Quebec).
  • United Kingdom: The Met Office operates the National Severe Weather Warning Service (NSWWS), which issues color-coded warnings (Yellow, Amber, and Red) based on a matrix of likelihood and potential impact. Amber and Red snow or ice warnings trigger emergency coordination by Local Resilience Forums (LRFs). The UK Health Security Agency (UKHSA) issues Cold-Health Alerts for the health and social care sector. For non-emergency medical advice during extreme cold, call NHS 111.
  • European Union: Severe winter alerts across Europe are harmonized through the Meteoalarm network, aggregating official warnings from national meteorological institutes such as Meteo-France, Deutscher Wetterdienst (Germany), and the Spanish State Meteorological Agency (AEMET). Civil protection response is coordinated nationally, with emergency medical dispatch accessible via 112 across all member states.
  • Australia: The Bureau of Meteorology (BOM) issues Severe Weather Warnings for blizzards, damaging winds, and abnormal cold outbreaks affecting alpine areas and high tablelands across New South Wales, Victoria, and Tasmania. Emergency assistance for storm damage or fallen trees is provided by the State Emergency Service (SES) on 132 500.

How much food and water do I need for a winter storm?

Plan for at least 3 days, and ideally a week, with about 4 liters (1 gallon) of water per person per day and food that needs little or no cooking. Include extra calories, since the body burns more in the cold, and add food for babies, pets and special diets. Keep a manual can opener and store everything where you can reach it in the dark.

What is the safest way to stay warm if the power goes out?

Stay in one small interior room, block drafts, wear layers and a hat, and use blankets or a sleeping bag. Use only heat sources made for indoor use, with battery powered carbon monoxide alarms, and never a grill, camp stove, gas oven or generator indoors. If the room falls toward 10 degrees Celsius (50 degrees Fahrenheit), go to a warming center or a relative with power.

When should I leave home before a winter storm?

Leave early if you cannot keep the home warm, if you depend on powered medical equipment, if the roof or house is at risk, or if authorities advise it. Go before the storm arrives while roads are open, tell someone where you are going, and take medicines, pets and documents. Do not wait until the house is cold or roads are blocked.

How do I protect my pipes from freezing?

Insulate exposed pipes, seal gaps that let in cold air, disconnect garden hoses and open cabinet doors under sinks during hard freezes. Let a faucet drip when the temperature drops well below freezing, and know where the main water shutoff is. If you leave home, keep the heat set at about 13 degrees Celsius (55 degrees Fahrenheit) or higher.

What should I do if my home loses power and the indoor temperature drops below freezing?

If indoor temperatures fall toward freezing and you cannot maintain a warm room, relocate immediately to a municipal warming center, hotel, or relative with power before roads become impassable. Before leaving the house, turn off the main water shutoff valve and open all indoor faucets to drain the plumbing lines, preventing expanding ice from bursting internal pipes and causing catastrophic water damage when the thaw occurs.

Supplies matter, but practical skills matter more. A hands-on first aid course from the American Red Cross, British Red Cross, St. John Ambulance, Canadian Red Cross, or Australian Red Cross teaches CPR, how to recognize and treat hypothermia and frostbite, and how to safely manage cold-weather traumatic injuries and falls on ice. Completing an accredited practical course before winter ensures your household can respond decisively when ambulance response times are delayed by hazardous road conditions.
